I do agree that discussions are still going on but we have an IRC on the
12th April by when all the dates,Judges & Prizes will be fixed.
In the previous IRC, *we have already confirmed the Rules and Regulations*.

Regarding dates, phase 1 has already been confirmed.
Regarding the point about you forwarding details about WLF to some
photography associations and magazines as you mentioned, you can surely do
that after April 12th.
Also do remember , we have a phase 2, which is for the larger audience &
other non-wikipedian.
When you are forwarding details to other agencies, we can highlight Phase 2
of WLF!!

If things are still in planning, it should not be announced as a
contest. It can be a nice community drive for uploading photos for a
specific domain. No issues with that.
However, if it is announced as a contest, rules and regulations are
necessary for a contest. And they should be published well in advance
before the contest begins.
Ultimately, it is your call being the project co-ordinator.
I was just trying to go out and reach to the photographers community
beyond Wikimedia.
