If I understand the page correctly there can be either city or language SIGs (no other types are defined), and to create one, one has to nominate the Chair?

The Chair doesn't have to be a member at the time of nomination, as longs as he applies for membership once accepted? (Although this is contradictory, the one who does the nomination or if they nominate themselves, they need to be already members, according to the top of the page?)
