Having bureaucrats is not easy, we had a consensus taken by community and don't have any active bureaucrats  on gu.wiki but still the application for bureaucrats was rejected by meta. It is definitely necessary to have active local bureaucrat(s), but meta needs to change their rigid requirements for small but active wikis like ours.
