If you are still looking for solutions, there is an option in the Settings to Add languages under Language section and Manage input methods under Input method. And for Hindi, both Transliteration and Phonetic methods are available. 

No need to install Indic Input Tool App separately. No need of a visual keyboard with Hindi letters to type in Hindi.

Sometimes it struggles even with Chrome OS! Though it supports play store we can't install more than 6-7 apps!! 

Coming to the Hindi keyboard, I'll try to find out if it can be added and enabled.
