The primary reason is that there is a huge newbie attraction and India mailing list sign up due to Wikimedia conference banner. When somebody signs up, they are given an option to have digest mails instead of regular mail on new message type.

The new comers ( mostly college/school going students) are not used to or aware of such mailing list rules.
Should we automatically send a introductory mail on list rules and guidelines when somebody signs up ?

That's probably a great idea. I have noticed that the use of email generally speaking is reducing, in favour of short message communications, such as Twitter or FB updates. It is natural that the 'evolved' rules of email are not generally known. If the impending Conference has sparked a surge of interest (together with the Campus Ambassador's program, which has already added over 1,000 newbies) this list is going to swing out of control if we don't take some pre-emptive and thoughtful steps.

hey are we goin to have a age criteria box for the conference?

While one appreciates that it needs some fiddling with settings to prevent otherwise avoidable top-posting from some mobile devices, sending queries like this, without even editing the subject line, is simply unfair to other listmembers. Looking over the list of previous mails in the digest below, I can't see what triggered it - it doesn't even vaguely link to them.
