Yes, anyone can participate in the event.This event is open to the public.
You only need to create an acoount on their page.

Wikimedia India (WMIN) is partnering with IISc Bangalore to organise
a Wikimedia commons based photography contest as a part of IISc’s annual
science and cultural festival, Pravega 2019.
To participate in this competition, you are required to upload your
