If we need to upload media files out of copyright in India but still
copyrighted in US, I am afraid, the servers need to be hosted in India.
Sreejith's point is what I was wondering about. Is there value in
this? Something that the Chapter might consider?
I believe that either WM Canada or WM India should do this, as these
countries have the most useful copyright systems for our objectives.
I think that all Australian works which are public domain in Australia
(but not public domain in the United States) are also public domain in
India and Canada. We need to check this with lawyers.
Wherever this new 'Wikisource' is located, the chapter needs to be
careful to ensure it maintains the high standards of copyright
compliance that Wikisource achieves.

And Gautam, it is a good idea -- should be an interesting project to take
up.
