I have no affiliation with the WMF and the WMF speaks for itself. I am a
member of Wikimedia New York City but cannot speak on behalf of any
organization.
Of course Dhaval is joking a bit. I do encourage the Gujarati and all
Indian Wikimedia communities to apply for more grants, and if anyone does
this, feel free to email me or message my bluerasberry meta or English page
and I will comment on the proposal. I am not sure of the best way to build
community in India but I do wish that contributors in India would do more
to reach out to Wikipedians in other countries. Poor Asaf has to manage the
entire world and of course there is no way he is able to read everything
and respond to everyone. He can answer you as he wishes but I feel that
Wikipedians everywhere should try to take their concerns to other
volunteers and especially other chapters, and not entirely to the WMF. If
Indian projects get the approval of other Wikimedia chapters then I assure
you that will make those projects more persuasive to grant reviewing
committees, and in general, the more friends anyone has in more community
volunteer groups the more luck you will have.
Also, if anyone wants to talk to me by phone or Skype feel free to email me
and make an appointment. I live in New York and will make arrangements to
talk in during Indian day time as I can.

Can the community claim back the money that would have hypothetically
been paid to if they applied for the grant before they started uploading
the content of rare literature?
