This is not limited to Wikisource. Wikimedia Commons is definitely in the list, and may be some other projects also.

Well, that was the point of the TRIPS agreement, was it not? Were information, knowledge, truly 'free', we might be seeing some very interesting alterations in the balance of the way things get done. The purpose of TRIPS was to maintain the status quo.
