had mirror servers hosted by Yahoo! in South Korea.
Not sure if we still have them.

So what you propose is not a new project, but to have servers in India for the projects
with India related content? Infact most of the projects, including commons and meta, have
India related content.
I am not sure how much this will help. But do we have servers outside US now?
