Thanks for the response. I respect your view. However, I still feel that an India specific list could gather more interest among developers from India.
mediawiki-i18n list is probably the closest to the purpose, but I'd still look forward to hearing more opinions and thoughts.

Just so that it is clear, the intentions are definitely not to cocoon, or work in separation. The idea is instead to have a specific list that could drive more specific discussion, and thereby gathering more people who'd be willing to spare their time on issues specific to Indian languages. I think a fair volume of this crowd will also be on the other lists for everything else (and they'll need to). We'll need as many people on board as we can to solve various issues the Indian language projects are facing.
