And unless wikipedia itself is blocked (which I doubt if it ever will), all their efforts at containing information are useless.

Say what?

Why don't they just fork the existing Urdu Wikipedia and fix it? Makes
no sense to throw it *all* out. Then again, the Government oh so does
love reinventing the wheel.
