Err, Its CC-BY-NC-SA. We cant use the pictures. :( A letterhead from Chapter to remove NC clause might help? Since the aim of the initiative is to portray high quality pictures about India and anyone who scouts for pictures come to Wikipedia, hence the probability of usage will be high if its on Wikipedia and hence request you to change.. of sorts letter. It can be even dual licensed by CC-BY-SA and private agreement(?) so the photographers dont loose their share of money?

But glad govt is atleast thinking of CC licenses even if its NC.

Just curious how do you get into special arrangements with your picture? It is a form of dual licensing, and is it supported by Commons ?
