Thanks for bringing this up.

I was wrong in believing that WMF and CIS would actively take part on this while making the report, but none of the full time paid people seem to be interested. Wikimedia India would take it up, but the report will completely one-sided, thus requesting the concerned parties (WMF and CIS) to initiate or participate and help us on this.
