I'm a recent addition to the Wikimedia Ireland crew, so I don't know the answer to your question about in-person meetups. 
However, I wanted to mention WikidataCon 2017 in case you didn't know about it! It'll be taking place in Berlin on 28th and 29th October. Perhaps you might be interested in attending? :-)
