requirements/definiton of a chapter is tied to a legal organization, and

universe for non-chapter formations or groups, and they should be 
encouraged and supported.</i></div>

chapters and therefore non-chapters are not invited (activity levels and
 transparency are not the criteria for sending out invitation letters 
but chapter status is). There are other meetings (e.g. Wikimania, 
Developers Meeting, etc.) that all have their own criteria for inviting 
their attendees.</i></div>
