HMRC Application Status
As you are probably already aware, the UK Tax Authorities have
rejected our application to be recognised as a charity for tax
purposes, arguing that the production of an encyclopedia does not
consist of "promoting education". The Board continue to believe that
our purposes are charitable and are looking into ways of appealing
this decision. We are currently in the process of drafting and
sending a letter of appeal to the HMRC, along with seeking legal advice.
New Chapters' Agreement
The Wikimedia Foundation has released the latest version of the
Chapters' Agreement, which binds all chapters of the WMF. The new
version includes many changes, and WMUK wants to hear what it's
membership thinks of the changes! Got any comments or ideas for the
agreement? Let the Board know by emailing board(a)wikimedia.org.uk or
the mailing list (wikimediauk-l), and we will put together a response
not only from the Board, but the community at large!
Wikimania 2010 (and beyond!)
Unfortunately the UK wasn't successful in our bid to bring the 2010
Wikimania Conference to Oxford. Wikimania 2010 will be held in
Gdansk, Poland and we hope that as many UK participants will be able
to attend and support the conference. The chapter sends its thanks
out to all those volunteers who helped in creating the bid. Despite
this, the chapter has already made a name for itself having been
approached by the Greater Manchester Tourist Board in supporting a
future Wikimania Bid and any conferences that we may wish to hold
within Manchester.
Currently our goal is the running of a Wikimedia UK conference next
year in conjuntion with our AGM. The location for the 2010 AGM has
not been set, and members are invited to send in suggestions for
where they believe would be able to host such a conference. For more
information, or if you have any ideas for WMUK's involvement in
conferences or wish to help out with any of the above contact our

Initiatives
Wikimedia UK is currently soliciting ideas for Initiatives for the
chapter to pursue! Under the helm of our new Initiatives Director,

to develop and take forward as many initiatives as we can - and we
need your input and assistance in making as many of these work as
possible. The Board is looking at a minimum of 3 completed
initiatives before the next AGM - so if you have any ideas, you can

Initiatives/Ideas], develop them on the Proposals page [http://
uk.wikimedia.org/wiki/Initiatives/Proposals], or contact our

Wikipedia Loves Art
The chapter supported the "Wikipedia Loves Art" [http://
en.wikipedia.org/wiki/Wikipedia:WLART] photography contest in
February and since then the participating museums have been hard at
work checking each photograph for compliance with the copyright rules
and awarding bonus points for particularly good images. They have now
started to announce winners [http://www.flickr.com/groups/
wikipedia_loves_art/] and we hope to be able to announce the winners
from the Victoria & Albert museum shortly.
Other Chapters' Activities
A mailing list has been started for Wikimedians in Ireland [https://

several events have been or will be held in conjunction with museums
- at the start of May WM Argentina held Wikipedia invade el Museo de

A comunidade global aprovou, com mais de 75% dos votos, que os textos dos
projetos Wikimedia passem a ser distribuídos também em uma combinação livre
da Creative Commons. Por conta de um acordo firmado com a Free Software
Foundation para que a GFDL 1.3 fosse redigida e possibilitasse eventuais

Provedores da Suécia decidem parar de armazenar dados de usuários
Em resposta à nova lei de direitos autorais do país, provedores decidem defender dados de usuários deixando de guardá-los.

O provedor sueco de acesso à internet Tele2 decidiu que não vai armazenar endereços IP (Internet Protocol) de usuários que baixarem conteúdos ilegais na internet para facilitar investigações e processos envolvendo infração de direitos autorais.
O Tele2 é um dos primeiros grandes provedores de acesso da Suécia a se posicionar de forma contrária ao armazenamento de endereços IP de internautas proposto pela nova lei de propriedade intelectual aprovada na Suécia em 1º de abril. A legislação se baseia na Diretriz de Coação de Direitos de Propriedade Intelectual - Intellectual Property Rights Enforcement Directive (IPRED) - seguida por diversos países da União Europeia.
Já que terá de denunciar seus usuários, a empresa declarou em um comunicado que decidiu modificar as rotinas de armazenamento de dados e não armazenar mais nenhum endereço IP.
"É bom ter uma operadora que está disposta a defender e respeitar os direitos dos usuários" comentou Monica Horten, especialista em políticas de internet e fundadora do site iptegrity.com.
A Tele2 diz ter estudado a legislação e concluído que não tem obrigação de armazenar endereços IP. Outro provedor da Suécia, o Bahnhof, também afirmou que não armazenará dados de seus usuários.
Recentemente, a justiça sueca condendou os criadores do buscador The Pirate Bay a uma multa de 3,6 milhões de dólares e a um ano de prisão por colaborar com a infração de direitos autorais. A defesa do buscador vai recorrer da sentença e pode pedir um novo julgamento alegando conflito de interesses.

We are delighted to hear from you.
Our community was getting ready to contact you, awaiting the conclusion
of the discussion over the new Chapter Agreement, which we are
following closely.
But since you have come forward ahead of us, let's seize the day!
It runs strongly among us that there is no reason to form a legal
entity in Brazil right now. We were confident and transparent on that
during the Chapters Meeting, reflecting the position of our community as
a whole, which remains adamant.
In fact, given our main concern was the broader community's reception
to our choices, the few volunteers who were still considering
incorporation have changed their minds after the enthusiastic input we
had during the Chapters Meeting from both the chapters and the
foundation.
To remind, there we presented[1] our first Chapter Report[2] and
discussed the idea of a Statement of Principles[3], which would replace
the role of a Bylaws in our case. We have, since, fully translated our
statement into English[3].
The essential idea is that our community manages relationships and a
set of values and principles, which by themselves work towards achieving
the goals of a regular chapter through the action of autonomous
volunteers.
And the essential observation is that our Chapter Report reveals how
well this is already working in practice. (Though we excuse ourselves
for using the term 'non-chapter' in the report, which was mostly due to
the heat of some arguments among us).
Our understanding is that we might be in a particular situation of our
country and the community willing to foster the foundation's goals
here.
But it also might be an interesting perspective for other communities
where similar passions and difficulties arise. We heard from many that
India is quite similar in that respect.
To be clear, we understand our community as a functional Chapter.
Only it is supported by an open social movement instead of an
incorporated organization - and we are aware these terms imply a
different agreement on trademark use, one without a capital "A".
In that spirit, we do not consider our request so much outside the
scope of the Chapters Committee, and encourage you to participate.
We kindly invite all members of the Chapters Committee to read our
Statement of Principles[3], and share your comments and ideas with us.
All your observations will be forwarded unedited to the Foundation,
unless requested not to, once we start discussing this possibility of
becoming a Chapter.
