it seems like Google wants to implement in the region the same project that it started in India.
Provision of topics: The point is not clear. Are you able to provide missing topics? If yes how and based on what?
As an overview, Tunisia-related content is mainly written in French (around 6881 articles), Arabic (around 6752 articles) and English (around 4231 articles).
Regional content is missing. For example, we have articles like [[History of Tunisia]], [[Economy in Tunisia]] or [[Sport in Tunisia]] but no articles specific to the 24 governorates (the first-level administrative country subdivision).
Support very active editors: provision of used professional cameras will be appreciated to support the success of photo contests like WikiLovesEarth or WikiLovesAfrica
Also, provide Google Drive Premium plans to allow the ability to upload high-quality images on cloud
Partnership with GLAMs:
What we need for articles related to geography and economy is having public access for structured data from
Statistiques Tunisie (http://www.ins.tn/en/front). A Wikimedian in residence there can help. If you are looking for the population in a village, for example, we need to search for it in PDF files. Having at the end of the project URIs per village/city
like this one for French cities will help to enhance articles
There is already an identifier on Wikidata for human settlements in Tunisia, but because no compiled data is available on INS website, we only show up the code of the city or village
An ideal Wikimedian in residence for that would be a student looking for a topic for his thesis or internship. And the target university would be

Wikipedia Education Program:
To avoid bureaucracy, probably the best strategy to do, as a beginning, is to start with private schools and universities.
Promoting translation tools:
I don't know for other languages, but the Arabic language it's unfortunately not possible. We got a lot of problems (quality of translation and wikiformat) with google translated articles. And we become strict about that - articles can be deleted right away.
The main issue about the translation for the Arabic language is the absence of a centralized official website of translations. Each country can have a different term or meaning for a word.
This is slowing down our effort to translate articles - we are a third source of information and so we can't invent new words. One of the thing that is needed is to ask all those governmental/virtual language academies to use a unique platform when translating
terms especially the new ones. The letter is ready and the contact list is available. But we didn't send it yet. having a request supported by Google can help to merge their efforts or at least offer a unified platform where we can read different translations
by different language academies
Write for Wikipedia camps:
Instead of having a lot of workshops, the best thing to do is to start developing a detailed wiki MOOC that includes
language-specific rules and policies (English Wikipedia, French Wikipedia and Arabic Wikipedia). Then, workshops will be more efficient and focused on creating
content instead of explaining the basics.
Cooperation can be made with the Virtual Tunisia University
Or the existing MOOCs
Above all, those projects, to be implemented, need someone who is fully available, at least during the first period. Having a full-time project manager is necessary.

new editors on how to edit and contribute to Wikipedia and Wikimedia projects and will include testing the skills and capacities and an internship opportunity for the top performing new editors with organizations that value research and writing skills like
media houses or publishing companies. Is the community opposed to this tactic as a way to grow editor ranks? Would you be able to support this training program (lead/assist in the creation of the program and trainings etc.)?

like your help with getting community feedback on the tactics we are proposing in the scaling (tactics seen below in bullet point format) to ensure they are realistic and viable in the community and Tunisian contexts. Please note the deadline
is July 6th, 2018.
It
would be great if you could reach out the Tunisian community to get a sense whether the ideas we are proposing would be supported/approved, but also if the community could implement or support the tactic we are proposing. Please
feel free to share any other ideas for supporting current editors and growing new editors.
Background:
In 2016, Google
and the Wikimedia Foundation in partnership with the Centre for Internet and Society (CIS), Wikimedia India chapter (WMIN), user groups and external partners launched a pilot project in India to encourage local Wikipedia communities to create locally relevant
articles in Indian languages. The project (codename: Project
Tiger) (a) supported active and experienced Wikipedia editors through the donation of laptops and stipends for internet
access and (b) organized a language-based article writing contest to address existing Wikipedia content gaps.
Through this pilot project, over 4,000
articles were created in over 10 Indic languages.
Google
and the Wikimedia Foundation are keen to replicate the success of the pilot project and refine and scale this strategy globally. To this end, Google and the Wikimedia Foundation working in close coordination with target Wikimedia movement affiliates will encourage
Wikipedia communities to create high-quality content in the target local languages for the most searched for (but missing) relevant topics. This partnership program will specifically target language communities with small but growing Wikipedias and focus their
efforts on producing missing content that local readers are searching for. Through this program, we will be able to help local language communities overcome barriers to participation, making our current editors more efficient and engaged, and support efforts
to grow new editors' ranks in key languages. Below is an outline of the tactics
we propose to adopt to increase relevant content on Wikipedia in select local languages; depending on local context and past experience, we may or may not adopt certain tactics if the circumstances warrant otherwise.
The specific tactics we would like your feedback on:
