I think it's a good idea to participate in this contest. Do you have any idea how to organise this locally?
According to the page, we need to have a jury and prizes.

- Organize a page on Wikipedia or any other Wikimedia project they consider to place the contest
- Address the doubts of your local community
- Organize a jury to review the articles edited at the local level
- Prizes at the local level
- Represent the proposal locally
