Interesting concept.  Sounds like a good idea to me.  For some reason these meetups have been next to impossible to get together without someone taking charge.  People don't want consensus in their meetups, they want orders ^_^

wikimeetups by Elke Weitzig.  One of the points she put forth was the
idea to elect the next meetup organizer at that meetup.  Apparently it's
been working quite well in Frankfurt :)
