There is not currently a deadline for making a decision about SF's affiliation, but I ask the question because it would be helpful to Cascadia's initial planning if you clarify your intentions.
It appears that the MediaWiki group focuses on MediaWiki software and its users. Cascadia will focus on mutually beneficial relationships between Wikimedia content sites, the interests of Cascadia members, and mission-aligned interests of organizations in the Cascadia region like GLAMs, research and education institutions, government agencies, and open source technology organizations.

Welp, we have https://www.mediawiki.org/wiki/Groups/San_Francisco, which hasn't done much lately, and I am partially accountable for that. But that is not completely focused on Wikipedia, and isn't a potential charter group like https://meta.wikimedia.org/wiki/Cascadia_Wikimedians.
I don't comprehend what the chapters do, exactly, because we have the WMF in town, and it seems redundant to have a chapter here as well. That may be a good thing, of course.

Is there a deadline coming up on your chapter submission? I get that you want to do outreach, so maybe you could explain a bit more about yer chapter and all that, and how it is different from the MediaWiki group.
