This is so cool! I'm thinking I could reach out to the library, see if they would like to organize an event to work on this. It'd be a fun introduction to Wikipedia.

I also agree with Travis' comment: I think it would help if there was a bit more explanation! Let me know if you'd like me to try and edit the description.

What issues are you having with the template limit? This looks like a normal page, not a template.

I would also maybe update the information at the top of your page to explain "page needed", and what the action item is. ("These are references from articles that are marked as needing a page number from the book they reference. You can help Wikipedia by going to the library and finding the page and adding it").
