Here is the background:
To publicize wikipedia, the Wiki philosophy etc. in Bangladesh, and to create new users and help them in editing in Bengali and English wikipedias, we have been conducting Workshop sessions as part of Open Source Workshops.
Since many users are not familiar with editing, the workshop involves showing them how to create an account, how to set up the unicode Bengali rendering and typing tools, basic wiki markup etc. However, it came to our notice that from a single IP address, no more than 6 new accounts could be created.
Is there any setting that allows modification of this limit? I looked up MediaWiki system messages, but didn't find the setting. We need more people for Bengali wikipedia, but it is frustrating if our wiki evangelism workshops fail to guide them properly.
Thanks in advance ...

I think you can make as many accounts as you want from one ipadress if you are a sysop. So you make an account for an other user.

Could you clarify which special page are you referring to? The special admin-only pages in Media-wiki are:
Restricted special pages
* Grant or revoke bot status * Import pages * Make a user into a sysop * Unwatched pages * View deleted pages * Blockuser/Blockip * Rename user
So, how do I create account for another user?
Also, I'd prefer another solution, as the workshops are for total newbies ... so we have to tell them, "here's how you sign up, and log in" ... so the newbies should be able to sign up on their own.
We were conducting the workshop in a local university lab LAN, which had a single public ip, so only 6 attendees got to create accounts.

Maybe you could also file a bug request on bugzilla.wikimedia.org to disable the maximum on your wiki, or set it on a higher number. But I guess that requires community backup and a developer with some spare time :)

Hoi, Given that we REALLY need Single User Login, having these policies be specific for a particular wiki is not likely to survive. I hope that we have waited the longest time for the implementation of this so much desired functionality. Thanks, GerardM

Well, in a way, having this cap really hurts cases where people do not have home Internet access, and must use their university labs or cyber-cafes to access the Web. I assume the 6 accounts cap was put in to fight socks, but it also stops genuine users from signing up. In the case of Wikipedias with small number of contributors in countries with low home-broadband penetration, getting new users sign up is perhaps more important than fighting socks (which btw could be prevented in many other ways).

From my tech-laity view ....
- It is a (series of) workshop where people can learn how to use a wiki/Wikipedia. - We expect the attendee later can tell their friends/family/whomsoever how to utilize it. - One question: if those attendee need to learn how to create their accounts at first, giving them existing (created by a syosp) accounts might deprive them a good opportunity how to get involved into the project?
Just a thought.

Yes, that's exactly the problem ... with help from Bangladesh Open Source Network, we are conducting FOSS camps all around the country, and a session is dedicated to Wikipedia, where we talk about the philosophy, and the newbies have a hands-on experience on creating accounts, logging in, and editing articles. So, definitely we need a workaround. There is a huge potential of editors coming from the 150 million population of Bangladesh ... we need to help new users by all means to get them started. If we just show them a canned demo of an admin going in and creating an account for them, that won't help them spreading the word to other people (non-attendees, friends etc) .
I'd love to have a solution to this, as we have more FOSS/Wikicamps scheduled in the coming months.

A not so fantastic workaround that works is let the people who want an account send an email to request an account to someone, a sysop or if you have it your OTRS-queue.
The need to do; 1) check of there username is free 2) give a username 3) take the email address from the email and created the account and pick to do it by email.
I do it that why for people who can not make an account because the are behind some proxy that I can not unblock or because the user is to technical incompetent to do it thereself. Does not happen a lot.

You could give them the userlogin screen from a logged sysop. It only differs in having the username/dicussion/preferences... bar on the top instead of Register, and having the username prefilled. You can hide those details with JavaScript, handling them a fake unlogged status to create their account.
PS: make sure they don't do bad things with that account. You may also want to remove the extra tabs with CSS.
Why not just request a higher limit at the developers? I guess this limit can technically be set at any value. So if you foresee such an amount of new users, request that the number is increased either temporarily, either permanently
You would need to ask the communities permission for that however first. And it is a waiting whether the devs will do this.

However, it came to our notice that from a single IP address, no more than 6 new accounts could be created.
As a technical solution (and this is why I'm moving this discussion to wikitech-l) to aid this social process, I think it could be useful if one user could "sponsor" or "adopt" (i.e. become the "parent" of) a newcomer. Then the teacher in such a scenario could be the "sponsor" of 20 new accounts, and the limit of 6 new accounts per IP address would only need to apply to non-sponsored (or "orphan") new accounts. As the newcomer gets older and more mature, the sponsorship link could be dropped.
People trying to contact the newcomer, would be directed to the parent/sponsor. Or messages to the newcomer would be copied to the parent/sponsor.
The ability to sponsor new accounts should perhaps be limited to admins or some other trusted class of users. There could also be a limit in numbers, so that one teacher could sponsor 50 newcomers but not 500.
I think this feature could be useful both in WMF projects and when MediaWiki is used for other (educational) type situations.
Has this been tried?
