Looking at it, an issue came to my mind. If we put such a banner, for
example on blogs, how many people will realise that this is about
Wikipedia ? I know it is probably not politically correct to say that
(grin), but would it not be more efficient to do such banner with a
wikipedia logo ? (or to somehow use the logo somewhere or the name ?)

is more relevant then
expecting the Foundation to say no before it has been even asked !!
I didn't say the foundation would say no, I just said that actually
the aim of the Community Logo was (as far as I remember) to provide a
logo which can be quickly and without legal restrictions be used by
anyone and from which free derivatives can be created.

I don't want to be the bad guy but this logo does not match our visual
identity guidelines [1] and so it shouldn't be used at all.
As a clarification: It specifiically violates the sentence "Note that
no derivative of the Wikimedia logo can be published without prior
approval from the Foundation." Anyway, isn't this why we have a
Community logo (
http://commons.wikimedia.org/wiki/Image:Wikimedia_Community_Logo.svg)
which can be used without approval and without following the
Foundation Logo guidelines?
