I think you refer to replacing the version of the sitenotice that is visible for non-logged in users, or possibly all users? with a default message. If the wiki in question have a message of their own in the default will not show; you can take a local decision on the wiki to override it. From most languages (I hope) there is someone who can edit foundationwiki; edit rights there are not handed out so easily, due to safety reasons. If the translation contains silly errors, please be kind! and remember that these pages were translated in a hurry.

If I prefer to read the text in some other language, then I am probably able to find the language I want in the language links on top of the page.

If we're going to be precise - ch: is not Chinese either. It's Chamorra. The language code for Chinese is zh:. The country code for China is .cn.
Hoi, If we are going to be precise, CN is the code for the People's Republic of China. :) and zh is the code for a macro language that includes many languages. The code zh is best associated with written text and simplified Mandarin at that. The code for Mandarin is cmn. Thanks. GerardM

Anyhow, I notice that the relevant questions by the thread starter remain unanswered. If foundation-l is the wrong place, where should one ask relevant questions about fundraising texts on foundationwiki? I fear this is a sign that the structure regarding these things are lacking. There should be a way for people to find out who from their language can edit foundationwiki...

The developers would be responsible for making the sitenotice global, AFAIK.
The announcement is normally made by the board, but with the current 'separation of powers' (or, rather, responsibilities) between the board and the staff, perhaps the staff is responsible. It is safe to say that it is either of the two, at least.
As for your third question, I do not understand what you want to know; could you elaborate?
