Based on the Universal Code of Conduct Coordinating Committee members comments, and the state of https://meta.wikimedia.org/wiki/Universal_Code_of_Conduct/Coordinating_Commi... it looks to me like they are severely understaffed.
Currently there are nine pending case requests, two open cases, and eight closed cases. I gather from the members comments this morning that they are likely to continue to fall behind.
Does the U4C need to be expanded to meet the number of case requests?
...I should point out that all of the U4C members who expressed an opinion on the topic stated that they hoped that the U4C would have additional members soon. All of them seemed surprised by the volume of their case load.

I would kindly refer you to: * The current membership https://meta.wikimedia.org/wiki/Universal_Code_of_Conduct/Coordinating_Committee#Members of the U4C (8 + 4 vacant) * The section in the charter https://meta.wikimedia.org/wiki/Universal_Code_of_Conduct/Coordinating_Committee/Charter#1.3._Membership discussing the membership (allowing 16 seats).
This committee is relatively new, and clearly still getting into position.
If you want to ensure sufficient members - I would primarily recommend to encourage suitable community members to make themselves available as a candidate.
