Yes default is a good idea, so to try to avoid upsetting some users. Regarding the 33% limit, it would have to be turned off but the fundraising could always be advertised as contribution matching: "for every dollar we give, we receive three." I'm just firing ideas and I realize there might be plenty of other issues.
