If local associations hold trademarks they will be able to declare their independence from the Foundation and continue using the name "Wikipedia" in their jurisdictions.
The choice of who will hold the trademarks will be made by considering how much freedom/independence you want to grant to local associations and what the law states.
I think that in this case, Foundation holding the US trademark and european one will be sufficient. Jimbo just told me that the US one was approved and the other underway.
What the Foundation can not register for, is a french domain (in .fr) This may only be done by a french organisation or firm.
