You can find out about OTRS the open-source software package (we use a
slightly different version) at
http://otrs.org/ - it's free and
there's a nice demo on there if you want to play around.

It directs people to either the Help Desk or to OTRS. The Help Desk
appears to be getting a few reasonable queries from organisations,
which are being dealt with properly.
