Hello, as said in the page in question
<http://meta.wikimedia.org/wiki/Metapub#set_pagemoves_to_autoconfirmed_-_please_read_and_comment>
it does already apply to the big wikiprojects.
Since this is affecting majorly small wikis without large communities or
even sysops Your solutions like protecting a page or requesting it at
bugzilla are impossible. Therefore there is a bugreport but for all
(small) wikis, because the page move is disabled for IPs and it does not
make much sense if not also for _new_ registered users
Please look at the links in the bugreport, thanks.

I for one am opposed to this (as I noted on the page
in question).
This is not a decision to be decided foundation-wide, but rather on a
per-project basis. Some wikis might not want to disable
non-autoconfirmed users from moving, some might. That's what bugzilla
requests for setting changes are for. Additionally, this removes some
of the pagemove protection functionalities, as it would basically
become "Can non-sysops move pages, yes/no?"
