Just to add something to my previous mail - since the implementation is currently an added div, it is fairly easy to override it. One (example) method would be using the popular adblock addon for firefox in combination with the element blocker. By blocking divs with the ID "mw-sopaOverlay" you could effectively disable the banner altogether. To be honest i personally don't mind that it is technically feasible since the alternative seems to be (possibly) breaking the Google indexing on wiki pages, but i am a tad worried how many ill-intended people will get trough, when the amount of surveillance will also be lower then usual.

See the Wikitech-l mailing list. The technical discussion seems to be over there, at least in part. The matter seems to be more a "How can we get this done properly without breaking a load of other things before the appointed date" then a "We don't want to do this". There is a prototype over here: ( https://test.wikipedia.org/?banner=SOPA_blackout_alt), for which i hasten to add that it is only a technical prototype, with no final text, layout and so on.

About 90% of everything that comes out of Domas's mouth is sarcasm. So if you don't know whether he's being sarcastic about something, you can assume that he is and get it right 90% of the time.
Domas probably had the same reaction to the Italian Wikipedia protest as I did. We both spend a lot of time making sure Wikipedia is always up and available for people to read, so it's painful to see a small proportion of a wiki's users decide to take a whole wiki offline for everyone.
