Does anyone know where the bylaws are for the Australian Chapter? I am just trying to understand whether if I am allowed to join if I am an active participant of Commons and Wikidata.

Would a ban from the English Wikipedia but no project ban be sufficient grounds to remove or reject someone from the chapter?
