Most executive level positions are not advertised. Some do not
involve any wider search at all, but top-down recruitment efforts.
This is normal. There's nothing improper about it at all.
This isn't a normal case of recruiting though, is it? It's a case of a
person moving from an unpaid job to a paid job in the same
organisation, and it's that that makes the apparent lack of any search
for other applicants problematic.
