It all boils down to how you define "reasonable", and that's usually left to laymen, not lawyers.
If Anthony used the word "reasonable" in relation to this distinction, I missed it. In any case, it's not forbidden for lawyers to have intuitions about what is reasonable. In general, lawyers have the same prerogatives as laymen in this regard.
The license uses the word "reasonable" and Anthony is talking about what is acceptable under the license. Of course, lawyers can have views on reasonableness, but they do so in their capacity as people, not lawyers. (There's a joke there, but I'm not going to stoop that low.)
