In my personal opinion, Boodarwun Gnangarra is right: before applying to become a new WikiMedia Project, you need to show that your concept works - you have a viable community and sustainable activity.
You can start either in WikiVoyage or in Wikisporehttps://www.wikivoyage.org/ - travel wiki, international community, high level of activity
https://wikispore.wmflabs.org/ - a place to start a new project from scratch, has some tech unavailable in standard wikis.

I envision Wikigration as a future Wikimedia sister project, aligned with the mission of making knowledge freely available to everyone. I’d love to hear from the community about:
- Steps I should take to align with the Wikimedia Foundation’s standards and processes.
- Guidelines to follow to ensure this becomes a successful, endorsed project.
- Insights or advice from similar projects within the movement.
