In my personal opinion, Boodarwun Gnangarra is right: before applying to become a new WikiMedia Project, you need to show that your concept works - you have a viable community and sustainable activity. 

You can start either in WikiVoyage or in Wikispore
https://www.wikivoyage.org/  - travel wiki, international community, high level of activity

https://wikispore.wmflabs.org/ - a place to start a new project from scratch, has some tech unavailable in standard wikis.

  • Guidelines to follow to ensure this becomes a successful, endorsed project.
  • Insights or advice from similar projects within the movement.
