These are the rules:
- Phase 1: If you are a holder of a registered community trademark, national
trademark, trademark licensee or a public body you should apply in this phase.
- Phase 2: If you would like to secure your company name or other rights
such as unregistered trademarks, trade names, business identifiers, protected
literary and artistic work or family names you should apply in this phase.
- General launch. (FREE)
In this phase you can apply for any name you like providing you can state
your presence within the European Community.
There will be three phases. Wikipedia should be in the first step.

the 1st sunrise period for .eu domain
registration is going
to begin soon - 7 December 2005
only domain names which are registred EU community/national
trademarks will be registered.
Our domain applications for wikipedia.eu and wikimedia.eu have been in progress
for a month but I am not aware of the trademark application status. Apparently
anybody can still submit applications for those exact same domains? Not
good.
Because of trademark issues and eu regulations
concernig
who can apply for .eu, I'm affraid it will be a bit
complicated. I hope someone from the foundation can take care
of it.
I think our legal dept needs to look at this ASAP. I?ve CCd their list.
