Thank you Andre, Richard, and Mateus. I have created a project proposal for Wikifact: https://meta.wikimedia.org/wiki/Wikifact . I hope to improve it as discussion unfolds. While awaiting a new channel or working group to discuss the pros and cons, please feel free to make use of the project proposal page and its discussion page.

Having said that, what we could do is have a project investigating the missing information in Wikidata.
Wikidata is great, but I do not see how it could serves the purpose, I was thinking about.I was visioning a wiki site where one could start a page with the title:
General Min Aung Hlaing's[1] speech on TV Feb 8th 2021[2]
