The policy for new projects states that projects must be discussed for
"at least a month" before a poll is taken:

I see that the
Rodovid.org talk page on Meta has been edited since
February 22; it's not clear from the new project policy whether that
would satisfy the requirements. You may want to wait until a month
from your foundation-l announcement to be on the safe side.
There are also other requirements, such as translations of the project
description page, and the poll itself being organized by a neutral
party.
