Depends on the jurisdiction, I believe - "moral rights" and all that.
Not relevant to CC-BY, as moral rights are all more restrictive than CC-BY.
I have to say the idea of having to jump hoops to "bring" PD content back
to a CC-BY restricted license sounds very very bass-ackward to me.
