It appears you misread the sentence in question. Smallbones was talking about a hypothetical future in which the Russian government might block both Wikipedia and VPNs. This would result in the articles being written by Ukrainians, and given that Ruviki copies most of its content from the Russian Wikipedia, they would (in that hypothetical future) have to somehow adjust the content of these articles.

At any rate, Smallbones has answered you on the talk page. 

(I personally had no involvement in the article. I only read it after publication.)
