This paper (first reference) is the result of a class project I was part of almost two years ago for CSCI 5417 Information Retrieval Systems. It builds on a class project I did in CSCI 5832 Natural Language Processing and which I presented at Wikimania '07. The project was very late as we didn't send the final paper in until the day before new years. This technical report was never really announced that I recall so I thought it would be interesting to look briefly at the results. The goal of this paper was to break articles down into surface features and latent features and then use those to study the rating system being used, predict article quality and rank results in a search engine. We used the [[random forests]] classifier which allowed us to analyze the contribution of each feature to performance by looking directly at the weights that were assigned. While the surface analysis was performed on the whole english wikipedia, the latent analysis was performed on the simple english wikipedia (it is more expensive to compute). = Surface features = * Readability measures are the single best predictor of quality that I have found, as defined by the Wikipedia Editorial Team (WET). The [[Automated Readability Index]], [[Gunning Fog Index]] and [[Flesch-Kincaid Grade Level]] were the strongest predictors, followed by length of article html, number of paragraphs, [[Flesh Reading Ease]], [[Smog Grading]], number of internal links, [[Laesbarhedsindex Readability Formula]], number of words and number of references. Weakly predictive were number of to be's, number of sentences, [[Coleman-Liau Index]], number of templates, PageRank, number of external links, number of relative links. Not predictive (overall - see the end of section 2 for the per-rating score breakdown): Number of h2 or h3's, number of conjunctions, number of images*, average word length, number of h4's, number of prepositions, number of pronouns, number of interlanguage links, average syllables per word, number of nominalizations, article age (based on page id), proportion of questions, average sentence length. :* Number of images was actually by far the single strongest predictor of any class, but only for Featured articles. Because it was so good at picking out featured articles and somewhat good at picking out A and G articles the classifier was confused in so many cases that the overall contribution of this feature to classification performance is zero. :* Number of external links is strongly predictive of Featured articles. :* The B class is highly distinctive. It has a strong "signature," with high predictive value assigned to many features. The Featured class is also very distinctive. F, B and S (Stop/Stub) contain the most information. :* A is the least distinct class, not being very different from F or G. = Latent features = The algorithm used for latent analysis, which is an analysis of the occurence of words in every document with respect to the link structure of the encyclopedia ("concepts"), is [[Latent Dirichlet Allocation]]. This part of the analysis was done by CS PhD student Praful Mangalath. An example of what can be done with the result of this analysis is that you provide a word (a search query) such as "hippie". You can then look at the weight of every article for the word hippie. You can pick the article with the largest weight, and then look at its link network. You can pick out the articles that this article links to and/or which link to this article that are also weighted strongly for the word hippie, while also contributing maximally to this articles "hippieness". We tried this query in our system (LDA), Google (site:en.wikipedia.org hippie), and the Simple English Wikipedia's Lucene search engine. The breakdown of articles occuring in the top ten search results for this word for those engines is: * LDA only: [[Acid rock]], [[Aldeburgh Festival]], [[Anne Murray]], [[Carl Radle]], [[Harry Nilsson]], [[Jack Kerouac]], [[Phil Spector]], [[Plastic Ono Band]], [[Rock and Roll]], [[Salvador Allende]], [[Smothers brothers]], [[Stanley Kubrick]]. * Google only: [[Glam Rock]], [[South Park]]. * Simple only: [[African Americans]], [[Charles Manson]], [[Counterculture]], [[Drug use]], [[Flower Power]], [[Nuclear weapons]], [[Phish]], [[Sexual liberation]], [[Summer of Love]] * LDA & Google & Simple: [[Hippie]], [[Human Be-in]], [[Students for a democratic society]], [[Woodstock festival]] * LDA & Google: [[Psychedelic Pop]] * Google & Simple: [[Lysergic acid diethylamide]], [[Summer of Love]] ( See the paper for the articles produced for the keywords philosophy and economics ) = Discussion / Conclusion = * The results of the latent analysis are totally up to your perception. But what is interesting is that the LDA features predict the WET ratings of quality just as well as the surface level features. Both feature sets (surface and latent) both pull out all almost of the information that the rating system bears. * The rating system devised by the WET is not distinctive. You can best tell the difference between, grouped together, Featured, A and Good articles vs B articles. Featured, A and Good articles are also quite distinctive (Figure 1). Note that in this study we didn't look at Start's and Stubs, but in earlier paper we did. :* This is interesting when compared to this recent entry on the YouTube blog. "Five Stars Dominate Ratings" http://youtube-global.blogspot.com/2009/09/five-stars-dominate-ratings.html… I think a sane, well researched (with actual subjects) rating system is well within the purview of the Usability Initiative. Helping people find and create good content is what Wikipedia is all about. Having a solid rating system allows you to reorganized the user interface, the Wikipedia namespace, and the main namespace around good content and bad content as needed. If you don't have a solid, information bearing rating system you don't know what good content really is (really bad content is easy to spot). :* My Wikimania talk was all about gathering data from people about articles and using that to train machines to automatically pick out good content. You ask people questions along dimensions that make sense to people, and give the machine access to other surface features (such as a statistical measure of readability, or length) and latent features (such as can be derived from document word occurence and encyclopedia link structure). I referenced page 262 of Zen and the Art of Motorcycle Maintenance to give an example of the kind of qualitative features I would ask people. It really depends on what features end up bearing information, to be tested in "the lab". Each word is an example dimension of quality: We have "*unity, vividness, authority, economy, sensitivity, clarity, emphasis, flow, suspense, brilliance, precision, proportion, depth and so on.*" You then use surface and latent features to predict these values for all articles. Hoi, I have asked and received permission to forward to you all this most excellent bit of news. The linguist list, is a most excellent resource for people interested in the field of linguistics. As I mentioned some time ago they have had a funding drive and in that funding drive they asked for a certain amount of money in a given amount of days and they would then have a project on Wikipedia to learn what needs doing to get better coverage for the field of linguistics. What you will read in this mail that the total community of linguists are asked to cooperate. I am really thrilled as it will also get us more linguists interested in what we do. My hope is that a fraction will be interested in the languages that they care for and help it become more relevant. As a member of the "language prevention committee", I love to get more knowledgeable people involved in our smaller projects. If it means that we get more requests for more projects we will really feel embarrassed with all the new projects we will have to approve because of the quality of the Incubator content and the quality of the linguistic arguments why we should approve yet another language :) NB Is this not a really clever way of raising money; give us this much in this time frame and we will then do this as a bonus... Event coordinators: how to create many accounts from 1 IP address

When you're running an event, sometimes you want to help lots of people create accounts on Wikimedia sites. To prevent spamming/vandalism, ordinarily there's a cap on the number of accounts that can be created from one IP address in a single day. But there's a way to ask for a temporary removal of that restriction. Dear all, I was the [[:m:User:555]], mainly active on the last years of my volunteers actions on Wikimedia Commons and Wikisource. I've left the Wikimedia projects mainly because the lack of energy from my side to keep trying to get free time to work in projects fully neglected by the Wikimedia staff, developers team and some volunteers in the core of the Foundaction acts. A friend told me about the http://labs.wikimedia.beta.wmflabs.org/ . I've checked http://labs.wikimedia.beta.wmflabs.org/wiki/Special:SiteMatrixand... surprise! no Wikisource wikis with blue color links! I asked myself random things about the [[bug:21653]] lasted for 26 months until gets PARTIALLY fixed and decided to check some 'Recent changes' pages and found this: http://pt.wikisource.org/w/index.php?diff=prev&oldid=233269 Come on guys! What is the point to run a bot spamming on all wikis if the tests are only to the Wikipedias? Attempt of a 'politically correct' action to these worse guys from others projects get's 'socially included'? Like in the real life, those worse guys aren't in need of assistencialism [1] actions... Well, I don't expect any change on the Wikipediocentric actions in short, medium or long time (in fact the Foundation and some local chapters are trying to make things for the Wikimedia Commons project, but only because that project is the central media source for Wikipedias), this was only a mutter. Despite my apparently hatred on this message, I really hope that the 3-4 extensions only enabled on Wikisources wikis don't get's any aditional bugs than the current ones in the new version of MediaWiki in the same intensity that your guys hopes that focusing in a project that only describes the knowledge in an encyclopedic way fully meets the http://wikimediafoundation.org/wiki/Mission_statement [1] - wow, a concept from social sciences yet not defined neither on en.wikpedia or en.wiktionary? Chinese Internet Research Conference at the University of Southern California and this is my report on this conference. At the begin of the year Andrew Lih, who as you know is maybe one of the first researchers who took Wikipedia as a research topic and certainly a longtime Wikimedian, asked me if I can give a keynote on the 10. Chinese Internet Research Conference that he was organizing. And I said yes. He wanted me to talk about the Chinese Wikipedia, which is a relatively easy topic for me. The first CIRC took place in USC and this is their anniversary and it again went to USC. It was organized by the Annenberg School for Communication and Journalism. Andrew is currently an assistant professor there. There were about 150 attendees of the conference from all arround the world. According to Andrew the number of attendees vary in the years. Last year for example there were only 50 attendees and this year there were more than 100. The attendees are mostly researchers, so university professors, doctoral and graduate students, and a few journalists. The topics of the conference can mainly be grouped in two: The influence of internet on chinese politics and the situation of less previleged peoples and their use of internet in China. On the first topic there are a lot of papers about the microblogging [1]: The community, the influence of the microblogging on the politics (especially on the current events), how the government and the party regulate the microblogging, how they use microblogging as an instrument for themselves, etc. On the second topic there were a handful papers on field studies about the use of internet by the migrant workers, and how internet influenced their work and life, and studies about the use of internet in the rural areas of China in different provinces. To my surprise the papers are all very bold and direct in internet censoring and GFW (Great Firewall). Before I planned my speech I asked Andrew if I should mention the blocking and he said yes, and its influence on the project. I was a little skeptical because meanwhile all Wikipedians I know in China were visited by the National Security there. So in my presentation I didn't mention blocking directly by said that we had connectivity problems. But actually almost all papers on the first topic mentioned censoring and blocking and deleting of blog entries as such. Some of the papers have these topics as their main research area. There were no paper about Wikipedia (my speech doesn't count), but all attendees I spoke with use Wikipedia, independant of where they live and work (US, the Netherlands, France, Singapur, mainland China, Hongkong and Taiwan). To my surprise most of them don't know that we are a nonprofit organization. There were a few questions about if we pay Google to get a high ranking. My speech was the closing speech of the conference. I organized it in three sections: A brief history of the chinese Wikipedia, the current state of the project and what we can offer researchers and how researchers can help us. There were two high-lights for me personally on this conference. One is that I met our Advisory Board member Jing Wang [2] there. When we met each other two years ago in Gdansk Jing just started her work on her project NGC 2.0 in China and she told me that she is very successful in the last two years. Her work there is concentrating on bringing the local NGOs (mostly not registered as organizations, but more grassroot groups) and enterprices together so that entrepreneurs who want to fund charitable works and NGOs who do social works can find each other. In her opinion the central government is more open and progressive then the provincial and local governments. She experiences more troubles with the provincial governments than the central gorvernment (which she stated is very supportive to her work). She believes that between the two there are a lot of room and freedom which one can use and thinks that the art to work in China is to explore that room and freedom. She repeated that we should try to get our chance there. She expressed her sorry about not be able to attend Wikimania this year because at that time she will be in China again, and not be abled to do any work for the Foundation because she is so busy. The other high-light for me I had already mailed you. It was the keynote speech by Jenova Chen [3]. Jenova is a game designer and some of the most remarkable games he designed were Flow [4], Flower [5] and Journey [6]. Especially the design principle of Journey impressed me most. So Jenova said in online games in most cases gamers try to kill each other or try to group with each other to kill something. And he thought this is a very poor social interaction. He thinks that most games explore only one emotion: the power, to be a superhero is in most cases the motive of a game. But the human emotion is more complex. To be able to explore and induce the complex emotion of an attendee for example is the difference between a good movie and a bad movie, or a good book and a bad book. He thinks that the emotion of want to be powerful is a very adolescent one, that is why most mature adults won't play games any more, because they are beyond that level of emotion. So he has two design principles, the first one is to explore the emotional possibilities of a game. The second one is the to create a special environment of communication between the gamers. He says that internet (game, forums, Twitter, whatever<and I can add mailing-list, talk pages and villege pumps>) are mostly hostile. And he wanted to create an environment where gamers can interact with each other, but don't have the possibility to be hostile to each other. So for example by designing Journey he decided to not give the gamers the possibility to chat with each other, but only to interact with each other in a non verbal way. When he was talking I could not help as to think about Wikipedians and how they interact with each other. Naturally, language is the essential of our projects we cannot avoid Wikipedians talking with each other. But then again, people always thought that games can only be successful if they are violent, and Jenova proved that this is not the case. And what his speech told me is, even when we always think that something have to be done in a certain way and only in that way, there are always chances to explore other possibilities. And we should not stop to think about those trying and being innovative, and being innovative in an unconventional way. This is why I think we should invite him as a keynote speaker of Wikimania, or at least for the staff retreat. And why I was so excited after his speech that I mailed you immediately. 2011 Picture of the Year Competition

Dear Wikimedians, Wikimedia Commons is happy to announce that the 2011 Picture of the Year competition is now open at last. We're interested in your opinion as to which images qualify to be the Picture of the Year for 2011 (not for 2012). Any user registered at Commons or a Wikimedia wiki SUL-related to Commons with more than 75 edits before 1 April 2012 (UTC) is welcome to vote. Nearly 600 images that have been rated Featured Pictures by the international Wikimedia Commons community in the past year are all entered in this competition. Dear all: Here are two announcements and one request from the Participation Support Program Committee (formerly the Participation Grants Committee) and the WMF regarding the Participation Support Program (formerly the Participation Grants Program). ==A note from the Participation Support Program Committee regarding the Participation Support Program's name change== In order to better comply with US tax regulations that affect the Wikimedia Foundation, we must change the name of the "Participation Grants Program" to "Participation Support Program" to more consistently reflect the nature of these transactions as reimbursements rather than grants. This will allow WMF and WMDE to continue to administer this program without imposing additional burdensome technical requirements on recipients of these funds, while still keeping us in compliance with US regulations. We will not be changing this program substantially or procedurally: we are only naming it more accurately. To read more about this program, see [1]. If you'd like to discuss the name change, see [2]. ==A related note from the WMF grants team regarding funding participation in Wikimedia-organized events== The Participation Support Program (a partnership between WMF and WMDE distinct from the WMF Grants Program) will not fund individual participation in "Wikimedia-organized events" (defined as events organized by Wikimedia chapters, the WMF, or other Wikimedian groups). However, WMF is likely to fund participation in Wikimedia-organized events when the event organizers apply for funding through the WMF grants program. Academics and accessible writing

Hey folks, Today I was browsing the many fine articles that have been edited on EN as part of the Wikipedia initiative by the Association for Psychological Science.[1] There is no doubt that the articles which these professors and students have worked are better by any measure of quality. But I was left with a nagging annoyance: these articles are almost all incomprehensible to someone without a advanced college education and a high degree of proficiency in English. Topics as basic as [[job satisfaction]] or [[social network game]] are written like a literature review or a paper for a journal. When an article about gaming on Facebook is that academic, I think we might have a problem. ;-) That's not to say the articles written by regular volunteers are always so concise and clear. But I think it's pretty obvious that professors and grad students in particular have trouble adapting to a more general interest audience. This is an issue that could seriously impact how useful Wikipedia is to most of our potential readership around the world. I think the addition of uncovered topics and much-needed citations balances out the inherent tendency of academics to write unnecessarily complex prose. But maybe there are ways that folks in the General Education Program at the WMF and in volunteer projects can start to be bolder about letting academics know that they direly need to conform to the Wikipedia style of "Writing should be clear and concise. Plain English works best: avoid ambiguity, jargon, and vague or unnecessarily complex wording." Thoughts? Do people from non-English outreach programs to academics have any similar experiences? Wikipedia in higher education: progress in Spain

Hello all. I would like to report on some initiatives and ongoing projects that we have been conducting this academic year in Spain, from our local Wikimedia Chapter, regarding the use of Wikipedia in higher education. Several members of Wikimedia-España have delivered courses, seminars and practical workshops on Wikipedia editing, using Wikipedia in higher education courses, and Wikipedia participation from libraries, archives and museums (many libraries are in universities). Overall, more than 10 sessions have taken place all over Spain. In addition, there have been similar initiatives and projects coordinated by Amical in Catalonia. In many of these sessions, there has been a thrilling interest from faculties to attend, sometimes running out of free seats in less than 24h after the announcement of sessions. In fact, we are already identifying volunteers from our local chapter members to help with this dissemination and training sessions, so that we can scale up effectively as new universities get on board. We have also produced content for this sessions in Spanish. WMF to endorse a petition to the White House mandate free access to publicly funded research

Hi everybody, I wanted to give you the heads up that the Wikimedia Foundation is planning to endorse a petition to the White House to mandate open access to taxpayer-funded research. The petition is in line with previous open access declarations that we endorsed and is supported by a large number of organizations including Creative Commons, the Public Library of Science and the Open Knowledge Foundation. The White House will give a formal response if the petition hits 25K signatures within 30 days (by June 19). We are aiming to publish a blog post tomorrow morning PT and we put together some FAQ explaining how the decision was made and why we want to support this important initiative that is fully aligned with our mission. Hi Richard and all, I checked into the liability and benefits questions with our HR department and WMF's Chief of Finance and Administration, and here is some more info from them: Individuals who have been awarded Fellowships from the Wikimedia Foundation are covered by the insurance of the Wikimedia Foundation for work done as part of their Fellowship agreement. If they are in the United States, through third party service, the Wikimedia Foundation is able to provide health insurance. If they reside outside the United States, then the Wikimedia Foundation provides a financial supplement to enable the Fellowship recipients to cover their own health insurance. If a Fellowship recipient is traveling on behalf of the Wikimedia Foundation, outside of their home country, then they are provided with travel accident insurance by the Wikimedia Foundation. Wikipedia Academy, Berlin: Programme and Registration

(Appologies for cross posting) >From 29 June until 1 July 2012 the Wikipedia Academy (#wpac2012) [1] will take place in Berlin, under the theme “Research and Free Knowledge”. For the first time, Wikimedia Deutschland organises this conference in cooperation with Freie Universität Berlin [2] and the Humboldt Institute for Internet and Society [3]. This year, we lay the focus on research on, with and within Wikipedia and invite researchers who scientifically deal with Free Knowledge and its implications for research and society to participate in the conference. The Wikipedia Academy is aimed to address an international audience. The conference language is English. On Friday and Saturday the conference will be set at Freie Universität Berlin, School of Business & Economics, Garystrasse 21. Hi Florence, I guess I didn't do a very good job addressing these questions in the earlier thread, so I'll try one more time :-) Fellowships are temporary roles, so they are not treated as full time staff positions. They do not receive retirement benefits, and generally the paperwork setup and associated benefits is not like staff, its more like contractor, though again the specifics will vary according to fellowship location, duration, and what US regulation dictates based on these variables. I am happily ignorant of the liability/insurance side of things, so perhaps someone from the LCA team can address this if needed. Is there a particular issue that makes you ask about this, or just generally curious? I've been working on some adjustments to the styling of www.wikipedia.org to make it mobile friendly for browsers that support media queries- this could then in future be applied to other wiki* projects (e.g. wiktionary). I've had some very useful feedback from MZMcBride and I believe we have now got it to a state [1] where we should consider synced to live. Everyone, It’s my pleasure to announce that James Forrester is joining our San Francisco office as a Technical Product Analyst, supporting the Visual Editor team. James started his work as a remote contractor yesterday and will be joining us in San Francisco later this year as a staff member. James will help prioritize the short term and long term work log on the Visual Editor, conduct user research, and incorporate community feedback into the development process. As many of you know, James is a long-time Wikimedian. He started contributing to English Wikipedia in October 2002, and was a founding member of their Arbitration Committee. He was also the movement’s volunteer Chief Research Officer, helping shepherd the predecessor of what is today the Research Committee, has for years been the “gopher-in-chief” at the Wikimania community conferences, and helped found Wikimedia UK in 2005. James joins us following a successful career in the UK government, where he implemented key open access and open government initiatives. Most recently, he was the acting Head of data.gov.uk, and then the Digital Engagement Policy Lead in the Government Digital Service, both at the Cabinet Office. James holds a Masters of Engineering in Computer Science from the University of Warwick. Beyond technology, James has strong interests in international politics, physics, communications, economics, law, the constitutional history of Britain, and education. [Wikimedia Announcements] Tilman Bayer officially joins the Wikimedia Foundation staff

Hi everyone, I am pleased to announce that Tilman Bayer has officially joined the Wikimedia Foundation's Global Development team as Senior Operations Analyst focused on movement communications starting this week. He has just relocated to SF after receiving his work visa. As most of you will be aware, Tilman has been working in the communications team focusing on movement communications since last July, as a remote contractor based in Germany. He has been instrumental in the enhancement to our monthly reporting, continued improvement to our blogging and the development of our last annual report among other things. Tilman and Dario Taraborelli co-founded and continues to edit the monthly Wikimedia research newsletter. In particular, I'd like to highlight his work to get our reports translated, so that they are more accessible for the whole community. In his new role as a staff member, Tilman will continue to work closely with the communications team in support of the whole foundation team, e.g. working on the WMF blog, editing the WMF monthly reports and annual report, and developing multi-lingual communications solutions . His role will now include the analysis of quantitative data and other research to understand and address movement communication challenges. He will work on projects to improve our communications systems in partnership with other groups in the Foundation. He will report to me for the short term, but will transition to reporting to our soon to be announced Director, Global Learning and Grantmaking. As User:HaeB, Tilman has been active in both the German and English Wikipedia since 2003. He was a checkuser on the German Wikipedia for half a decade, and until joining WMF last year was the editor-in-chief of the Wikipedia Signpost, the English Wikipedia's community newsletter. [Wikimedia Announcements] Announcing 2 Community Fellows

It is my great pleasure to introduce two new Community Fellows in the Wikimedia Fellows Program: Tanvir Rahman and Steven Zhang. Tanvir Rahman is a Wikimedian who serves the movement locally and globally, both on- and off-wiki. Tanvir has been an active editor of Bengali Wikipedia since 2009, he holds administrator rights on multiple projects and he was elected a steward in 2011. He also volunteers on the Small Wiki Monitoring Team, the Countervandalism Network, as an OTRS agent, and is a translator for translatewiki. Tanvir helped found Wikimedia Bangladesh and organizes local outreach activities to raise awareness for Wikimedia and bring new editors to the projects. In his fellowship project, Tanvir will be experimenting with on-wiki strategies to encourage and grow the editing community on small language versions of Wikipedia, with specific focus on the Bengali Wikipedia. Smaller projects have different needs and challenges than the large language communities and may require different approaches to engage with editors. By focusing on a community like Bengali Wikipedia, which has about 50 active editors per month and sees 10 new editors per month, Tanvir hopes to learn more about the basic editing infrastructure needed to encourage new editors in new or small-scale projects. Steven Zhang is a Wikipedian with a passion for resolving on-wiki disputes and helping others do the same. He has been contributing to the English Wikipedia since 2008 and has been particularly active in dispute resolution forums, including the Wikipedia Mediation Cabal. Steven is studying a Certificate IV in Mediation at Open Colleges, and over the past year he has made it his mission as a volunteer to recruit more editors to join dispute resolution efforts. In 2011, he helped create the dispute resolution notice board, an entry point for mediating disputes on the English Wikipedia. Steven has noted that there aren’t enough active participants to resolve all of the disputes that arise on Wikipedia each day, and he believes that dispute resolution processes could be streamlined to make them more accessible and efficient to all editors who need them. For his fellowship project, Steven will be analyzing community feedback and dispute resolution activity in order to build a deeper understanding of what is effective and what needs improvement in the current systems. He will also be developing a guide for new editors who want to get involved in resolving on-wiki disputes. Steven and Tanvir will be documenting their work on-wiki and on the Foundation blog. 'Internet Defense' collabs

Fight For the Future, along with some of the other orgs that helped coordinate SOPA protests, are working to coordinate alerts about future threats to internet freedom. They hope to provide brief pointers about what's at stake to everyone interested, once major problems are identified. Right now their work seem to focus on issues affecting the Internet in the US; and it's not clear to me yet who define what threatens 'net freedom. But in principle this is an important thing for the Internet to have, covering every jurisdiction. Has anyone been working on projects like this around the world? This seems like something wikimedians could support in a less in-your-face way than by blacking out wikipedia language projects, once problematic issues become crises. At the very least, by offering a place to summarize neutral information about the issues [and tackling the related style and context issues; which we already do], and by helping to make the conversation a global one. Here are the main findings as posted on the website: MAIN FINDINGS AND CONCLUSIONS 1. Societies have a rich heritage and knowledge base that should be recognised, recorded and shared for the benefit of people throughout the world. Much of the world’s content remains inaccessible even to the local population, not to mention at a broader level. There are many reasons for the existence of this “content divide”. 2. The content that is most important to people is typically in their own language and is relevant to the communities in which they live and work. These communities may be defined by their location, culture, language, religion, ethnicity or area of interest and individuals may belong to many communities at the same time. Further, communities evolve so what is relevant will change over time. This relevant content is often referred to as “local content”. The term community is used in a broad way to include not only local professional communities (public and private), but also non-professional content creators and users. 3. Technology can help support the recognition, creation, preservation, dissemination and utilisation of local content and there have been several important technological advancements in recent history. Technological developments such as the printing press, the phonogram, telephony, radio, television, photocopying machines, recording media, mobile phones and personal computers, among others, have greatly increased our ability to create and disseminate content. 4. The Internet represents another historical advancement in the development and dissemination of content. It has, first and foremost, helped empower users as content creators. The Internet has provided a platform for crowd-sourced content creation and community-developed and peer-reviewed knowledge bases such as Wikipedia. It has also allowed individuals to exercise greater choice and control over the content they consume, in contrast to the limited channels of traditional broadcasting. It plays a key role in all steps from content creation to its distribution but perhaps its largest contribution is the potential it gives to creators to disseminate information their content widely and nearly instantaneously at a very low cost. 5. Policy makers around the world in ministries of culture look for ways promote the creation and preservation of cultural heritage, including element that are tangible, oral and intangible. At the same time, policy makers in communication ministries focus on ways to ensure that information and communication technologies and services, such as Internet access, are available and accessible to the population. This research confirms that the goals of these two important government entities are intertwined. 6. This empirical research shows there is a strong correlation between the development of network infrastructure and the growth of local content, even after controlling for economic and demographic factors. The statistically significant relationship is evident using several different measures of local content (the number of visible top-level domains in use per country code, per capita; Wikipedia articles per language per capita; and blogs per capita) and several measures of Internet development (broadband penetration rates, autonomous systems per capita, international bandwidth per capita and routed IPv4 addresses per capita). 7. In addition, this research finds a significant relationship between the development of international bandwidth and the price of local Internet access. The results indicate that more developed local Internet markets tend to report lower international prices for bandwidth and vice versa: markets with more intense international Internet traffic tend to report lower local prices for Internet access. A similar relationship was detected between the degree of development of local Internet networks and the level of international prices in developing economies. In particular, countries with a more developed local market also tend to report lower prices for international Internet connections. WMNL chapter reports March and April 2012

Hello, Here the reports for the national Wikimedia organization of the Netherlands, March and April, together. Her work started on May, 1st. Kind regards Ziko van Dijk president This is the chapter report for Wikimedia Nederland for March 2012. Cultural heritage Wiki Loves Monuments - NL is starting off again. Volunteers are being recruited, and a meeting was organized with the Rijksdienst voor het Cultureel Erfgoed. Conferences etc. On March 24th a general assembly took place. Three of the seven board members were reelected, four people joined the board. Ziko and Paul participated in the Chapters Meeting in Berlin on 30 March - 1 April. Ziko also attended the Movement Roles meeting on 29 March and was involved in the preparing of a charter for the Wikimedia Chapters Association. Press and outreach The working group around the Wikimedia Conference NL of coming November takes shape. Most work still ahead. [Foundation-l] Pre-wikis vs. maturing Wikipedia: taking away dedicated editors?

[ Please excuse me if the subject has already been beaten to death here; I am not a regular visitor to this mailing list I tried to search for this stuff here & on strategywiki, but feel free to point me to the archives! ] I researched recently some material related to a recent catastrophic event in Polish railway history[1] and I found out that volunteers who traditionally dealt with railway matters on Polish Wikipedia have virtually disappeared. I remember that community being strong few years ago, and now we found out that even some basic information about infrastructure is left unchanged. Few people who still maintain that stuff on the Polish Wikipedia showed me that at least two other MediaWiki-based projects have been started to fill the gap: [2][3] The latter greets you even with a very nice shot of *the* railway junction that was instrumental in a recent railway crash. One of the projects got started by experienced Wikipedia editors. They still copy some of their content to the Polish Wikipedia, but only after it matures; I asked them about the reasons to go outside of the Wikipedia and they said: * They have to do lots of original research; it is impossible to follow development of the railway infrastructure and operations using only high quality published sources; * They got bitten a bit by the "notability" discussions in their field; they want to document every track, every junction and every locomotive and they are tired of discussing how "notable" a particular piece of railway equipment really is. I would have said it's just a single case, but I've seen some successful web portals being launched by people interested in history; what is different from many history research and fan pages is that I've also seen some active members of Wikipedia community becoming more and more active on those independent sites. It might be that (unproven theory) really valuable authors are living on a verge of original research; at some point they might prefer to turn over to indepedent sites. There may be other factors too: smaller, friendlier community; possibility to start anew and so on. As few of those sites are using MediaWiki software I started to call them "pre-wikis". Some of them might become a sort of a "waiting rooms" for the content to be published on "mature" Wikipedia. To me, analogy to the Wikipedia-Nupedia story is striking. What's interesting is that people are not afraid to use MediaWiki *again* (with all its well-known deficiencies). In general, I think this is nothing new. There are thousands of fan wikis on places like Wikia, where certainly some contributors copy over some mature content to Wikipedia, should licensing allow that. But maybe there is some trend that could probably be better researched, and here are my questions to you: (1) Do you see similar trend in your respective communities (preferably not only English-speaking ones)? (2) Is there a legitimate need for multi-tiered development of the knowledge-related content (test wikis, "pre-wikis", sighted revisions) or shall we pursue "flat development space" ideal? (3) Assuming we find the abovemetioned trend to be generally a good thing, shouldn't we try to research some methodologies to find out whether there is sizeable effort supporting our goals outside of the core Wikimedia movement? (4) Assuming we don't like what's going on, shouldn't we revisit some of Wikipedia core values (like "no original research", but not only) and try to address the issue there? (5) Has Wikipedia as a "product" achieved some maturity in a way that the real growth and innovation needs to go somewhere else, as no product/project lasts forever? Maybe it's something around the question that Kim Bruning asked on strategywiki [4] and also [5]: "we need to find some way to infuse new life into wikis that are coming to the end of the WikiLifeCycle. Dear all, It has come to the attention of the Wikimania 2013 Hong Kong organizing team that there may be confusion over the situation of internet censorship in China and whether it affects Hong Kong. [1] We would like to clarify that, although Hong Kong has been nominally part of the People's Republic of China since 1997, the city-state of Hong Kong retains complete independence over civilian affairs. This, of course, means that internet regulation in Hong Kong is completely separate from that of Mainland China, and therefore internet censorship in Mainland China (the "Great Firewall of China", [2]) does not apply to Hong Kong. We would like to reassure all Wikimedians, especially those considering to attend Wikimania 2013, that *Wikipedia has never been censored in Hong Kong*. Visitors to Hong Kong will enjoy, among other things such as exuberant local cuisine and efficient public transport, uncensored internet connection and unhindered access to Wikimedia projects. As has been posted here before, CC is working on version 4.0 of their licenses--in case you haven't seen it, the public draft is up in several different formats at http://wiki.creativecommons.org/4.0_Drafts Right now their focus is on attribution, and they are asking several specific questions about things to change in the new version. (A few of the open questions: Is there too much flexibility in "reasonable manner"? Or not enough? Is there any information people should be required to provide that they aren't providing? Should you be able to use a shortcut by just providing a link, and if so, what should you have to include?) The questions and space for comment is on the CC wiki here: http://wiki.creativecommons.org/4.0/Attribution_and_marking#Questions_about… (Ultimately, we hope to be able to use the 4.0 license version as the default license version for Wikimedia projects--either BY-SA or BY, depending on which project you are using. Thanks for bringing these questions and answers to this list, Florence and Theo! Fellowships are definitely their own role category at WMF as for other organizations, and the nuances aren't very clear-cut, so its always good to see how others view things. Theo, I'm glad to hear you think the roles are becoming more clearly fleshed out - thats really nice feedback, thank you! The program pages on meta are still a work in progress, and I'm hoping to do another run on them this summer. As the program evolves, we're learning which fellowships are good models to build on and which ones might be done differently next time. For this reason, I'm always trying to update my thinking and will point to the most recent fellowships as probably the best examples of what WMF fellowships are today. As I see it, there are 2 angles to consider in discussing fellowships: the spirit or intent, and the paperwork. The spirit of a WMF fellowship is a bit different from both traditional staff roles and contractor roles. Fellowship work is based around a project and generally a fellow focuses on completing 1 or occasionally a few projects during their fellowship period. Projects are scoped to be completed in 12 months or less and designed to be largely worked on independently and led by fellows themselves, with some support from myself and other WMF people as needed. Some fellows work in teams to complete a project, some work by themselves. Fellows do technically report to someone at WMF - usually that's me, but I'd characterize my management style as something along the lines of "lets talk about where you want to go and what help you might need in order to get there." Fellows bring some expertise with them related to their project, and are also expected to learn something and professionally develop over the course of their project. Example: Peter Coombe's fellowship, which began this month, is a 6 month fellowship to pilot a data-driven method for redesigning Help pages on EN:WP. Peter is a long-time editor of EN:WP so he brings his community expertise as well as his experience writing explanatory documentation from other past work. He's keen to learn more about usability testing and develop his skills in this area, so that will be where the professional development aspect comes in for this fellowship. This is different from a staff role where someone is hired to work more generally in an area or department where they might contribute to many different projects going on at the same time and where there isn't a defined end date for their role. I see this as also different from a traditional contractor model, where the organization defines the set of tasks that need to be completed, finds someone who is an expert in those tasks, and contracts with them to complete these tasks. In the fee-for-service contractor model there isn't really a sense of professional development, and there isn't much organizational support or mentorship built into the model. There are indeed Research Fellowships and Community Fellowships, but the distinction between these 2 titles now is mostly in the project focus and fellow's background. Community Fellowships are intended for members of the Wikimedia Community, and they generally work on projects that will have some direct impact on the community (again, Peter's fellowship). Research Fellowships are titles used for fellows who work on research projects - for example, in last summer's Wikimedia Summer of Research we engaged a group of Research Fellows. Some of these research fellows were also active members of the community though, and some of their work does also have direct impact on the community (Research Fellow Jonathan Morgan is working on the Teahouse project with Community Fellow Sarah Stierch, for example), so these distinctions aren't always very neat and tidy. We try to bring fellows to visit WMF in person at least once during their fellowship. Some relocate to work from the San Francisco office, some do not, and this is mostly decided based on the needs of the project and what other commitments the fellow has (school, family, etc). The way the paperwork is structured for each fellowship is done case by case, though, and this is what I think starts to be confusing when we're trying to put fellows in any particular bucket of contractor or staff. The US has very specific regulations for engaging people that WMF must follow, and so while the intent of all fellowships in the program should be the same regardless of the paperwork, fellows come from many different countries and work on many different kinds of projects. Duration and location varies, so the type of contract or any benefits or liability varies from case to case, and is determined by what the law says based on all of these factors. I'm thankful that legal liability issues haven't come up yet, hoping they never will, and figure that if they do our legal team will take it on a case by case basis as well. Except the costs for the core operations and operating reserves of the WMF, all of it (including funds for chapters and non-core operations of the WMF) will be distributed <http://wikimediafoundation.org/wiki/Resolution:Funds_Dissemination_Committee> based on the recommendations of the new volunteer-driven Funds Dissemination Committee <https://meta.wikimedia.org/wiki/Funds_Dissemination_Committee> (FDC). The India team is working actively with seven Indic language communities on outreach, social media strategy and initiatives to build community momentum. <Image: https://commons.wikimedia.org/wiki/File:Mobile_pageviews_vs_target,_Apr11-A… Page views to the Wikipedia mobile site (red: non-English versions) compared to the 2 billion target from the annual plan> === Mobile pageviews target reached === At the end of April, the Wikipedia mobile site reached the milestone of 2 billion monthly page views <https://blog.wikimedia.org/2012/05/03/mobile-milestone-two-billion-page-vie…> – one of the goals for the 2011/12 WMF annual plan. === Towards a rapid software deployment cycle === Wikimedia engineers have begun switching to a more rapid deployment cycle <http://blog.wikimedia.org/2012/04/12/mediawiki-1-20wmf1-deployment/>, starting to deploy the latest MediaWiki software to Wikipedia and other Wikimedia sites every two weeks. == Technology == A detailed report of the Tech Department’s activities for April 2012 can be found at: https://www.mediawiki.org/wiki/Wikimedia_engineering_report/2012/April Department Highlights Major news in April include: * Substantial work on Wikimedia engineering’s goals for the next fiscal year <http://www.mediawiki.org/wiki/Wikimedia_Engineering/2012-13_Goals>; * The selection of 9 Google Summer of Code <http://www.mediawiki.org/wiki/Summer_of_Code_2012> students and the start of their work; * The shift to a rapid deployment cycle <http://blog.wikimedia.org/2012/04/12/mediawiki-1-20wmf1-deployment/>; * A new mobile skin deployed to Wikimedia sites; * The Wikipedia mobile app for iOS switching to using OpenStreetMap data. === Operations === * *Search* — After months of preparation and refactoring work with our dated Lucene implementation at the Tampa data center, we are glad to report that Peter Youngmeister <http://www.mediawiki.org/wiki/User:Pyoungmeister> (with help from Asher Feldman, Robert Stojnic <http://www.mediawiki.org/wiki/User:Rainman> and Jeff Green) successfully built and deployed the new Search infrastructure at our EQIAD data center. The performance improvement is quite amazing; at the 99th percentile <https://commons.wikimedia.org/wiki/File:99percentSearchLatency.png> level, search latency dropped from a high of 9 seconds to 1 second, and the average search <https://commons.wikimedia.org/wiki/File:AvgSearchLatency.png> is only 100ms, down from 700ms. In addition, the new infrastructure addresses some of the previous single point of failures and capacity limitations. * *Wikimedia Labs <http://www.mediawiki.org/wiki/Wikimedia_Labs>* — Ryan Lane released a new version of OpenStackManager <http://ryandlane.com/blog/2012/04/06/openstackmanager-1-4-released/>, adding project filters for all interfaces, usability fixes and a number of bug fixes. OpenStackManager <http://www.mediawiki.org/wiki/Extension:OpenStackManager> and LdapAuthentication <http://www.mediawiki.org/wiki/Extension:LdapAuthentication> were switched to Git <http://www.mediawiki.org/wiki/Git>, allowing a few more changes to be pushed thanks to being able to keep a stable master branch. Notable changes were per-project sudo management, allowing sysadmins in a project to manage who gets which sudo permissions in a fine grained manner for their projects, and a change in how groups are added to LDAP for projects. Sara Smollett added Per-project ganglia monitoring <http://ganglia.wmflabs.org>, displaying resource graphs for instances in projects. Andrew Bogott finished work on a plugin framework for OpenStack Nova, and has added an example plugin for a SharedFS driver, which would allow us to manage gluster volumes via an API. * *Data Dumps <http://www.mediawiki.org/wiki/WMF_Projects/Data_Dumps>* — The gluster share with the last 5 or so good dumps for all projects is ready for use by Wikimedia Labs <http://www.mediawiki.org/wiki/Wikimedia_Labs> projects. A first copy of uploaded media, accessible via rsync, was announced, and some work was done on the infrastructure to generate downloadable bundles of media per project. We’re working with the Internet Archive to produce media bundles that they can host for download as well. A new version of the dump scripts was deployed with some minor bug fixes. Christian Aistleitner wrapped up work on the PHPUnit tests for the dump maintenance scripts, and discovered a problem with the database schema, which we will need to discuss with the user community in order to find a resolution that works for everyone. === Features Engineering <http://www.mediawiki.org/wiki/Wikimedia_Features_engineering> === * *Visual editor <http://www.mediawiki.org/wiki/Visual_editor>* — Roan Kattouw <http://www.mediawiki.org/wiki/User:Catrope> and Trevor Parscal <http://www.mediawiki.org/wiki/User:Trevor_Parscal> are rewriting the underlying data model to achieve feature compatibility with the parser and correct a variety of problems that have been previously deferred. Inez Korczynski <http://www.mediawiki.org/wiki/User:Inez> and Christian Williams have been continuing their work to stabilize and integrate the content editable layer and have been working with Rob Moen <http://www.mediawiki.org/wiki/User:Robmoen>, who has focused on getting the user interface elements working with the content editable layer. Gabriel Wicke <http://www.mediawiki.org/wiki/User:GWicke> has been working on improving the parser <http://www.mediawiki.org/wiki/Parsoid>‘s ability to parse pages more quickly as well as increasing compatibility with existing features such as thumbnails. A template-heavy page like Barack Obama <http://en.wikipedia.org/wiki/Barack_Obama> can now be expanded in similar time as the production parser. * *Article feedback <http://www.mediawiki.org/wiki/Article_feedback>* — Fabrice Florin <http://en.wikipedia.org/wiki/User:Fabrice_Florin> worked with OmniTi to develop a range of new features <https://commons.wikimedia.org/wiki/File:Article-Feedback-Map-04-22-800x600.…> for version 5 of the Article Feedback Tool <http://www.mediawiki.org/wiki/Article_feedback/Version_5> (AFT5). This month, the team deployed the first versions of the abuse filter <http://www.mediawiki.org/wiki/Article_feedback/Version_5/Feature_Requiremen…> and the relevance filter <http://www.mediawiki.org/wiki/Article_feedback/Version_5/Feature_Requiremen…>, as well as new monitoring tools for editors <http://www.mediawiki.org/wiki/Article_feedback/Version_5/Feature_Requiremen…>, to help surface useful suggestions and reduce the noise on the feedback page where posts are listed for each article. Pau Giner started designing a new look and feel for that feedback page, as well as a final version of the feedback form, with guidance from Brandon Harris <http://www.mediawiki.org/wiki/User:Jorm_(WMF)>. Oliver Keyes <http://www.mediawiki.org/wiki/User:Okeyes_(WMF)> prepared new templates for a proposed ‘Create a Draft’ section. Fabrice Florin <http://en.wikipedia.org/wiki/User:Fabrice_Florin> created a workflow diagram <https://commons.wikimedia.org/wiki/File:New-Pages-Workflow-04-30.png> to illustrate the interdependencies between ACW and NTP. The goal is to collect and analyze usage data on ACW in May with Dario Taraborelli <https://meta.wikimedia.org/wiki/User:DarTar>, in order to plan our next steps for this project, which is likely to be deployed alongside NPT in coming weeks. The current ACW prototype <http://ee-prototype.wmflabs.org/wiki/Special:ArticleCreationLanding/test> is available for testing on Wikimedia Labs. === Internationalization and Editor Engagement Experiments === * *Internationalization and localization tools <http://www.mediawiki.org/wiki/Internationalization_and_localization_tools>* — The team has completed the first round of UI designs for a Universal language selector (ULS) for desktop and mobile. UI/UX team members (Pau Giner and Arun Ganesh) are now implementing a prototype to showcase the first version of ULS. The team also added keymaps for language support to Narayam <http://www.mediawiki.org/wiki/Extension:Narayam>, added notification support to Translate <http://www.mediawiki.org/wiki/Extension:Translate>, fixed bugs, reviewed code for localization support in MediaWiki 1.19, and discussed language support metrics. === Mobile engineering <http://www.mediawiki.org/wiki/Wikimedia_Mobile_engineering> === * *Mobile design <http://www.mediawiki.org/wiki/Mobile_design>* — The final selection of section styles was supported by user experience testing. We also added switches between Mobile/Desktop view and Images on/off to the footer. These changes have now been deployed as the default view of mobile Wikipedia. Yuvaraj also continued work on the API move branch. Brion Vibber <https://meta.wikimedia.org/wiki/User:Brion_VIBBER> pushed out a final build of the Wikipedia App to the BlackBerry market, and started experimenting with a Windows mobile version. * *MobileFrontend <http://www.mediawiki.org/wiki/MobileFrontend>* — Patrick <http://www.mediawiki.org/wiki/User:Preilly>, Arthur Richards <http://www.mediawiki.org/wiki/User:awjrichards> and Max Semenik <http://www.mediawiki.org/wiki/User:MaxSem> continued work on moving MobileFrontend to MediaWiki core <http://www.mediawiki.org/wiki/Mobile_support_in_MediaWiki_core>. We’ve updated its skinning, internals, and general architecture to make it more core-friendly. === Platform Engineering <http://www.mediawiki.org/wiki/Wikimedia_Platform_Engineering> === * *MediaWiki 1.20 <http://www.mediawiki.org/wiki/MediaWiki_1.20/Roadmap>* — As of April 2012, core software deployments to Wikimedia sites are done from git (instead of Subversion) through incremental “wmf”-branches. The first deployment of the 1.20 release cycle, labeled 1.20wmf1 <http://www.mediawiki.org/wiki/MediaWiki_1.20/wmf1/overview>, was deployed to all Wikimedia sites <http://www.mediawiki.org/wiki/MediaWiki_1.20/wmf1> this month; it notably brought new diff colors for improve readability. The 1.20wmf2 <http://www.mediawiki.org/wiki/MediaWiki_1.20/wmf2> deployment cycle began on April 30. The 1.20.0 stable tarball is expected to be released in fall of 2012. * *Lua scripting <http://www.mediawiki.org/wiki/Lua_scripting>* — Tim Starling <http://www.mediawiki.org/wiki/User:Tim_Starling> started the implementation of a replacement for MediaWiki markup-based template programming, using the Lua scripting language <http://en.wikipedia.org/wiki/Lua_(programming_language)>, embedded via the Scribunto extension <http://www.mediawiki.org/wiki/Extension:Scribunto>. The current roadmap <http://www.mediawiki.org/wiki/Wikimedia_Engineering/2012-13_Goals#Site_perf…> aims for a deployment to Labs in May 2012, then to mediawiki.org; full deployment to Wikimedia sites is scheduled for 2013. For the next few weeks, until May 21st, the students and their mentors are working together to train the students in MediaWiki development, so that they’ll have all the basic domain knowledge they’ll need to succeed during the summer. == Fundraising == === Major Gifts and Foundations === * Secured a sponsorship from the Richard Lounsbery Foundation for Wikimania. * We began our push to renew Benefactors who gave in FY2010-11, but not yet in FY2011-12 by June 30. === Fundraiser === * Posted a full report from the 2011 fundraiser <https://meta.wikimedia.org/wiki/Fundraising_2011/report> * Researched improvements to make for the fundraiser in Spain, Italy and Belgium. His work can be followed on the Help redesign project page <https://en.wikipedia.org/wiki/Wikipedia:Help_pages_redesign_project>. * Two new 2012 Fellowships will be announced in May. ==== Teahouse Project ==== The Teahouse <https://en.wikipedia.org/wiki/Wikipedia:Teahouse> has been live on English Wikipedia for two months and we’re beginning to see evidence of the project’s impact for participating new editors. Some relevant metrics from April’s report <https://meta.wikimedia.org/wiki/Research:Teahouse/Metrics#April_24th_metric…> include: * In April, the Teahouse had an average of 50 questions posted in the Q&A forum per week and served about 20-30 new editors visiting for the first time each week, in addition to repeat visitors (the average guest asks 1.5 questions, 22% of guests asked more than one question, and many guests return to the Teahouse more than once). The median response time for questions is 30 minutes. The project’s greatest challenge continues to be making Teahouse known to all new editors in need of help, as our hosts have capacity to assist more new editors than are making their way to the space via personal invitation. * Comparing a sample of 75 new editors who participate in the Teahouse with a control group (of equivalent size and similar first-day editing activity) points to Teahouse having a positive impact on new editor engagement: New editors who participate in Teahouse edit 10x the number of articles than the uninvited control group and make on average 6x more global edits. The average participant adds 26x more bytes of content that survive on Wikipedia (i.e. content that isn’t reverted or deleted) than the uninvited control group. * Among the 224 editors in our three experimental groups, 28% of new editors who participate in the Teahouse were still active on Wikipedia at least 10 days later, compared with 12% of new editors who receive an invitation but don’t actively participate in the Teahouse, and only 5% from a similar uninvited control group. === Editor Growth and Contribution Program === * The Global Development Department launched the Editor Growth and Contribution Program <https://meta.wikimedia.org/wiki/Editor_Growth_and_Contribution_Program> in mid-April, and announced Haitham Shammaa as program consultant. This program will focus on designing, testing, and implementing online programs to attract and retain new editors in small-to-medium sized Wikimedia projects. === Arabic Language Initiative <https://meta.wikimedia.org/wiki/Arabic_Language_Initiative> === * Haitham Shammaa visited Algeria to meet Wikipedians and other supporters who can sustain Wikipedia activities in the future. Jonas from Recife joined the activity and contacted local editors, but no local editors showed up. o Learnings: students don’t know much about free licensing or Wikipedia, bringing volunteers to events like this fosters trustful relationships within the community. o Recommendations:follow up to encourage future participation and gather contact details of participants. * Trip to Goiânia to bring community members together and participate in an event at the Federal University of Goiânia, no community members showed up but the event was successful (popular with students and professors). o Learnings: There’s a possibility to develop the education program in the communications college of the Federal University of Goiania. We can’t miss the chance to get local editors’ contacts. Have more sessions that aren't in the middle of the night in these timezones (which, by the way, cover more than East Asia), and you'll find more participants from those places. But to do that, they have to sign up, which they don't, because these sessions are usually at horribly inconvenient times for all of us, which could be fixed by having it in the early evening, which won't happen unless people sign up, which won't happen unless people don't think it's a US & EU thing, which won't happen unless... *sigh* Cheers, Craig (who is aware that occasionally a session that's somewhat handy for Australia or Asia has been held, but would like to see a lot more of them so that people in this part of the world don't continue to be left out and overlooked)

More importantly, we're interested in discussing some of our future ideas and how interested community members would like to see things set up so they can contribute to experiments. Could someone please suggest where I might submit this for a fair hearing by the WMF community?] Why the Wikimedia Foundation should openly articulate its political POV by establishing a new neutral wiki for world political knowledge (modeled on Wikipedia) By Carmen Yarrusso Carmen Yarrusso, a software engineer for 35 years, designed and modified computer operating systems (including Internet software). He has a BS in physics and studied game theory and formal logic during his years with the math department at Brookhaven National Lab. He lives in New Hampshire and often writes about uncomfortable truths. -------------------------------------------------------------------------------- Nobody can deny WMF has done a great service to humanity. Wikimedians and especially Wikipedians around the world deserve our utmost respect and gratitude for their outstanding efforts. But there's a political zeitgeist in the air that began with the Arab Spring that WMF can and should be part of. The WMF should stop pretending it's politically neutral (NPOV). The declared philosophy of the movement (see Movement roles/charter) expresses a clear political POV. There's lots of implied politics in trying to "imagine a world in which every single human being can freely share in the sum of all knowledge." WMF was part of an amicus brief in the past. There's been chapter and community political activism, including the recent Italian Wikipedia shutdown. The recent Stop Online Piracy Act (SOPA) forced WMF to take a clear political stance. WMF even helped organize an Internet Censorship Day: http://americancensorship.org/ , urging people to lobby Congress and petition the US state department against SOPA. That's political POV! But expressing POV on Internet censorship or expressing a commitment to free access to knowledge, transparency, openness, independence, quality, and privacy is fundamentally different than expressing POV in an encyclopedia article. The very essence of political knowledge is understanding and critically evaluating conflicting POV. Considering the present state and direction of our world, which is largely controlled by politics, isn't it time for "the world's largest free knowledge resource" to openly acknowledge that free political knowledge is at least as important to humanity as free encyclopedic knowledge? Isn't reliable knowledge about what our respective governments are doing in our names at least as important to our well being as reliable knowledge about the Brooklyn Bridge or the French Revolution? Encyclopedic knowledge becomes rather moot if we destroy our planet earth. Currently there's no comprehensive source of reliable political knowledge. Deceptive 30-second political ads on TV are certainly not a source of reliable political knowledge. Blathering TV pundits are not a source of reliable political knowledge. Even our mainstream media are not a source of reliable political knowledge. On the contrary, they often provide specious propaganda disguised as reliable political knowledge because their revenue is deeply dependent on special interest money. Though the Internet provides many sources of reliable political knowledge, it's spread out (hit or miss) and very difficult to assemble into a coherent body of knowledge on any given political issue. Thanks to WMF and the power of the Internet, countless millions of people around the world have access to a free source of vast, reliable encyclopedic knowledge. But these same countless millions have no source of reliable political knowledge, the kind of knowledge they need to critically evaluate the policies and actions of their government representatives. Why not? You Wikipedians have the power to change the downward spiral of the planet and to radically change the course of history by providing a free source of reliable political knowledge. By trying to maintain a staunch NPOV policy with no exceptions, the WMF has been throwing out the baby with the bath water. The WMF already has the infrastructure and the vast resources needed to provide the world with a free source of reliable political knowledge if it could get over this misplaced NPOV mindset and realize that political knowledge can be provided in a neutral manner where the WMF facilitates (necessarily POV) political knowledge without imposing its own political POV. How a new neutral wiki for world political knowledge (modeled on Wikipedia) might work This idea is described in more detail under Proposals for new projects (see WikiArguments: http://meta.wikimedia.org/wiki/WikiArguments). Here are the basics of how a political knowledge "Wikipedia" would work as opposed to the present encyclopedic knowledge Wikipedia: For articles in the encyclopedic Wikipedia, NPOV makes perfect sense. But for articles in a political Wikipedia, POV is the essence of an article. Also, the basic standards for articles in a political Wikipedia would be very different because of the POV nature of the articles. For example, in the encyclopedic Wikipedia, there's one article called Brooklyn Bridge. It should not be arbitrary or subjective or contain original research, etc. Essentially anyone in the world could edit this article. But in a political Wikipedia, there would be four (POV) articles for each subject: one pro and one con POV article that only select government representatives could edit, and one pro and one con POV article that virtually anyone in the world could edit. As a fictional example, let's suppose some members of Congress propose legislation to build a new Brooklyn Bridge. Under the subject: HR 999 Proposal to build a new Brooklyn Bridge, there would be one pro and one con argument edited only by members of Congress and one pro and one con argument edited by the general public. What makes POV articles in a political Wikipedia fundamentally different from typical POV articles (e.g. op-eds) on the Internet or mainstream media is this: they would be created dynamically in the same manner as articles in Wikipedia, by an evolving consensus of interested people (with a complete history of revisions), which tends to produce a more reliable, higher quality article. WMF's stated goals and its Strategic Plan practically beg for a political "Wikipedia" The introduction to WMF's annual report states: "All of the Foundation's technology initiatives can be boiled down to one goal - reducing the barriers to sharing knowledge." The barriers to sharing political knowledge are orders of magnitude greater than the barriers to sharing practically any other type of knowledge. In fact governments around the world purposely make it very difficult for the people to even obtain reliable political knowledge, much less share it, because hiding such knowledge benefits the special interests that hold sway over these governments. A political Wikipedia would greatly reduce these barriers, make it easy to share political knowledge, and thereby expose political deception and corruption. >From WMF's Strategic Plan: "Access to information empowers people to make rational decisions about their lives. We believe the ability to access information freely and without restrictions is a basic human right." Wouldn't reliable political information empower people to make rational decisions about their lives at least as much as reliable information about the Brooklyn Bridge or the French Revolution? Wouldn't clearly-written pro and con arguments presented by our government representatives to explain and justify their positions empower people to make rational decisions about their lives at least as much as clearly-written encyclopedia articles? Wouldn't information about what our government is doing behind our backs be at least as much of a "basic human right" as information about the Brooklyn Bridge or the French Revolution? >From WMF's Strategic Plan: "We know that no one is free from bias. But we believe that mass collaboration among a diverse set of contributors, combined with consensus building around controversial topics, are powerful tools for achieving our goals." The very same powerful tools could be used by a political Wikipedia to produce reliable, high quality political knowledge just as Wikipedia tends to produce reliable, high quality encyclopedic knowledge. You Wikipedians have developed an extremely powerful political tool that could revolutionize world politics and government, but you're using it only for encyclopedic knowledge. If you build it they will come The sheer clout of WMF would practically force government representatives to participate. Honest representatives would welcome such a respected and prominent place to explain and justify their positions. Dishonest representatives would be motivated too because refusing to clearly explain and justify a position is obviously intellectually dishonest and they'd pay for it politically. As Thomas Paine said, "It is error only, and not truth, that shrinks from inquiry." The time is ripe for Wikipedians to join the emerging worldwide freedom movement in a leadership role by promoting the full use and power of the Wikipedia concept to provide free political knowledge to the world. MathJax [1] is now enabled site-wide as an opt-in preference. You can now see beautifully rendered, accessible, copy&pasteable and standard-compliant (MathML) formulas on Wikipedia, replacing the old TeX-rendered PNGs. To enable MathJax on Wikipedia or any other Wikimedia project, go to your preferences > Appearance > Math and select "MathJax (experimental; best for most browsers)". The voting could be carried out with the global event. Vote eligibility could be participating in the events for example. Selection of winning bid for Wikimania 2013: Hong Kong

On behalf of the Wikimania 2013[0] selection Jury[1], I can announce that we have awarded the conference to Hong Kong. Congratulations to the bidding team, and to the London team who also did a particularly excellent job. There were five official bids: Bristol, Naples and Surakarta, as well as the two finalists of Hong Kong and London[2]. The Jury and the bidding teams discussed them in three public IRC meetings in April. We determined that Hong Kong and London were the strongest contenders, and decided to focus on these two as the finalists. After further e-mail enquiries, and considering evaluation by Wikimedia Foundation staff, a final, private meeting was held to reach a final decision. The Jury was pleased by the high quality in both the final bids, and required over three hours' discussion to reach the final verdict. We considered each bid according to the criteria[3], focussing on following factors: Venue, Program, Geo-location & Logistics, Local Opportunities, Accommodations, Team & Chapter, and Budget & Finances. We found consensus that the Hong Kong bid was the stronger, especially because of their strong advance planning; solid support by the local Wikimedia Chapter, the community, local government, and a partner organisation that is experienced in planning conferences; and their good combination of venue and accommodation. The Jury has confidence that the Hong Kong bidding team will pull off a magnificent Wikimania, and we are pleased for our global community to return to Asia once again. With a motivated group of volunteers who have experience in organizing smaller Wikimedia activities, and a partner with experience in organizing larger-scale events, they have found a good mix to create a successful conference. The Jury did also identify some weaker points in each the bids, and will be happy to share those privately with the teams so that the Hong Kong team can use that to their advantage in organizing Wikimania 2013, and the other teams can use the feedback to improve their bids for a future year. We thank all candidate teams - the process is gruelling and requires a very substantial time investment. They are all to be commended for their submissions. To use this soap-box for a moment, as Moderator I would like to remind the community that we hope that this time was the last that we use this ad-hoc process to decide on the Wikimania venue, and encourage everyone to engage with the discussion on Meta[4] about how we might select Wikimania 2014 and beyond in a more open, community-led way. article feedback tool, do the links really point where they should to?

when looking at an article, a little "improve this page" popped up at the bottom. can it be that some of the links are misguided? "learn how to edit" does not link to the "learn how to edit" page (http://en.wikipedia.org/wiki/Wikipedia:Article_Feedback_Tool/Editing). but it links on a page telling how to navigate around, how to create an account, and how to edit. the "learn how to edit" page, http://en.wikipedia.org/wiki/Wikipedia:Article_Feedback_Tool/Editing does not contain a short reason or wizard to create an account. the help icon "?" pops up a little window saying "wikipedia wants to know what you think". on this little pop up there is a link "learn more" (about wikipedia wants to know what you think obviously?) which then links to a help page showing on top an image (png) where one should enter the feedback. (http://en.wikipedia.org/wiki/Wikipedia:Article_Feedback_Tool/Version_5/Help) then i tried to type in feedback into that image - which finally made me write this mail :) rupert.

Dear all, Wikimedia Deutschland's monthly report for April 2012 comes to you with greetings from Germany's most important web conference. There is no en.wp article about the "re:publica" (yet), so I'll link you to the German article[1]. The re:publica 2012 takes place in Berlin, May 2-4. 270 speakers from more than 30 countries will address an audience of 4,000 bloggers, politicians and media people. Wikimedia Deutschland is taking our core goals to this years re:publica. In a dozen sessions at our own event booth we tell people about free knowledge, free licenses, why Wikipedia needs more (female) editors, and many more topics from participation to usability and quality. Among other things, Wikidata is of course one of the most prolific subjects regarding media coverage. A Wikimedia recap of the event will certainly be part our next monthly report. "Clerk" role description?

Hey folks, I had a 90-second conversation the other day with SJ about whether it would make sense for us to use volunteer "clerks" as support for the FDC (Funds Dissemination Committee), and I'm wondering if anyone can point me towards any documentation of the role -- a description of how it's typically used, either inside Wikimedia or outside. I have the gist, but am curious to learn more, if anyone's got links they could point me towards. Update on the CISPA drafting process, and its significance to the Wikimedia movement.

There have been drastic changes to the CISPA language, (and here "drastic" is an understatement). Not only have they removed the language that would have made Wikimedia look like right prat -- hooray...ish -- but the emphasis on the agreement between large scale traffic sites giving their userinformation over in a quid pro quo fashion, has shifted towards language enabling them to deputise (security clearances in an expedited fashion) small time hacker collectives to conduct activities which might or might not be illegal, as long as it is for the good of the country, and as long as they can be relied to keep their mouths shut. At this point I think *any* action by Wikimedia would be misinterpreted. There is no-longer any text there that would affect Wikimedia directly. There may be an argument that the bill as a whole is still detrimental to the internet as a whole and to the United States economy, and by that route to Wikimedia. But that is such an involved chain, that we would certainly be accused of being political, if Wikimedia protested in any shape or form, on those grounds. Assuming the draft prevails of course. That is a gamble. I think the backdoor option we have is to pressure Obama to Veto the bill.
