I think the official site of KBF is http://www.kolkatabookfair.net/. According to this site the 36th Kolkata Book Fair would be held from 25th January to 5th February, 2012. Please see the details below.

The last date for application from domestic participants was 31st August 2011. However, the last date of application for international participants is 9th December 2011. Wikimedia can apply under the international category. Please find attached the application form.
