Strictly speaking, there's not been any agreement between WMF and any of the colleges. It's an MoU between WMF and individual teachers / professors. It outlines what we'd like them to do as part of the program and, on sucessful conclusion, we award them recognition in the form of a honorary "Wikipedia Teaching Fellowship." This is to acknowledge the additional efforts they have put in.
