states that "The main objective of this document is to present a
detailed plan with projection of outcomes and expected impact of the
A2K programme activities." However, it does not indicate if the
document is a work-in-progress, a draft or, the final revision. And,
it does not provide a date by which the feedback should be provided,
should the document be anything other than the final revision.

The plan is an almost final version. We are awaiting final feedback and approval from the WMF team. We were receiving feedback from the Community until end of May. We will indicate this once we get an official approval from the WMF team.
 
The same page also states "This plan is not set in stone and will be
periodically (right now quarterly) reviewed and revised. The intention
of this Work Plan is to continually ensure better design and better
engagement". But it does not mention the date of last revision and the
changesets.

We are looking at the next quarterly review of the progress in September, based on which the plans will be revised. As per your suggestion, we will indicate this clearly on Meta.

Also, your report does not specifically break out the language areas
and provides a very high level overview. Would you consider doing two
versions - one that is similar to the current one and, another where
you provide more granularity?

We are working on getting more granularity to the plans while simultaneously rolling out the plan implementation, in addition to offering support to Community members, drafting report on Phase 1, recruitment of PO, etc. A very hectic time, which has made us to put this on the back-burner :(   But we are definitely looking at achieving this granularity, almost to a week level break down of tasks using a matrix structure. This would break-down each key-task into smaller components; indicate planned timeline for each sub-acitivity; person/s responsible; and track the progress on a monthly basis. It is also proving difficult, especially, as many tasks have multiple stakeholders like institution/community/community member, which makes it difficult to give a decent projection of time.

We will soon try and share drafts of these for feedback from you and other community members, to seek help in better designing this.
