This email falls within the ambit of the topics that can be discussed on this mailing list.  Since Pratik is moving out of the project, it makes sense to send a message to the larger list in order to recruit potential volunteers who may be up for the task.

Given how we discuss all sorts of regional stuff on this list as well, I don't see how this is off-topic.
