We got to get out of this "slave to notability" mindset. We need to develop our own rulesets. If we feel it doesn't deserve an article of its own we could have these listed in a "List of schools in district X" type of catchall.

I'm sorry but I don't agree with this.  There is no such thing as "slave to notability".  We are an encyclopedia and that is why we have guidelines and policies that define what subjects will be notable or not.  And there is no "we" here, all notability rules are universal on our project - you can't have one set of rules for articles about India and others for the rest of the world.  The English Wikipedia community will never agree with it.

A school may qualify to be listed among "List of schools in district X" type of list articles if and only if they are listed on a government-related website or a reliable third-party source.
