When the bot runs, it checks if any other project template is present, and if it does, it copies quality scale(to reduce assessment backlog) from it and puts it to India project. The auto = yes suggests the India project scale was derived automatically by a bot, and any one doing assessment can change if they feel the India project quality rating can be different from the other project rating.
