As User:Arunram once told, there are several towns in Karnataka whose population speaks ONLY Sanskrit.
Are you referrring to just BIG cities?
What is the the basis of your statement?

As the Sanskrit wikisource is waiting for its creation, there is additional value for them to cooperate :). They do not need to buy into Wikipedia in order to be happy with a source for sources.

It may be a good idea to set up a Chapter task force for government liaisons and policy making, which includes those folks who have done these kind of stuff successfully more than those who have contacts.
