No please they have to apply to attend the conference.

The criteria spelt out here applies to everybody, hence the need for prospective participants to apply. Scholarships will be awarded following the criteria against the available slots.

Many of you will not require a visa to travel to Ghana, however a passport is compulsory for travelling into Ghana by air. 

Unless you wish to travel by road which may require you to prove that you are a member of ECOWAS. However your suggestion will be useful for residents of Ghana.
