This gentleman in question has interacted with you in the last couple of weeks concerning a Wikipedia project he wanted to do.
I personally sent him to you for your expertise because you've been involved in similar stuff.
Did you ever bother to find out if he had an account or not? Did you bother to help him get his first edit? Knowing perfectly well he wants to lead a Wikimedia project did you even bother to get him to start out with an account and some edits?
When he requested a meeting, I took time off work to speak with him and that's how come I discovered his issues. Even after, I didn't stop there, I thought it wise to post it here so others who don't have an account can perhaps see and get one.
I have been with this community since inception. I have learnt a great deal about fitting an 'open education' agenda into our Ghanaian way of doing things as technology and local ideologies will allow.
This is one person who sees every message and convo on the list. Yet he wanted to meet in person. You think he doesn't know he can ask in the mailing list? Or he doesn't know how to type an email?
Great minds are here too? What has that got to do with me?
Even yesterday I referred someone to the community on this list to get help. If need be I arrange personal meetings to help them myself. How about all experienced editors try that? Have I held anyone back?
Get this, people don't care how much you know. What's important is when they know you care, they come to you.
As a Wikimedian I do it too. When I need help, I weigh options to whether I should email a list or just go to individuals directly on Facebook or email etc. I write to WMF if need be.
It's not rocket science neither does it require funded WMF grant to hack this. Just turn on your computer, email the list with tips, send people personal messages, find out how you can offer them help as they edit. Give them options for ways in which they want to interact.
I do things one way, one camp has a problem. I go in the other direction, another camp has an issue.
